Job Overview: The Self-reliance and Durable Solutions Specialist role is designed to provide technical leadership and strategic direction for NRC Mozambique's initiatives aimed at fostering self-reliance and durable solutions for populations affected by displacement. As NRC transitions away from its Livelihoods and security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security (LFS) programming, this position is crucial in ensuring that the organization continues to address the structural barriers that impede displaced individuals from rebuilding their lives. The Specialist will focus on protection-centered responses, area-based approaches, access to services and rights, and collaborative solutions. This role also involves mentoring and training staff, developing programs, and coordinating efforts across various Core Competencies (CCs) to enhance self-reliance and durable solutions programming.
Duties and Responsibilities: The Specialist will lead the technical development and implementation of NRC Mozambique's approach to self-reliance and durable solutions, ensuring compliance with NRC policies and guidelines. Responsibilities include guiding strategy development, ensuring program quality, and facilitating cross-sector integration. The Specialist will identify thematic trends and donor priorities, contribute to concept notes and proposals, and provide technical direction and project implementation support. Systematic training and capacity building of technical staff will be essential, as well as representing NRC in technical forums and working groups. Specific responsibilities include expanding NRC's strategy for self-reliance and durable solutions, designing integrated responses to remove barriers to access services, promoting community-based planning processes, facilitating linkages between displaced populations and local systems, ensuring environmental sustainability, and supporting youth skills development. The Specialist will also work closely with the Grants and M&E teams to ensure coherent planning and reporting across initiatives, contribute to advocacy efforts, and oversee the management of the LFS budget.
Required Qualifications: Candidates must possess fluency in both Portuguese and English, with a minimum first-level university degree or Bachelor's Degree in a relevant field. A minimum of 6 years of experience in displacement-focused programming related to protection, economic inclusion, or self-reliance is required. The ideal candidate will be an effective communicator and trainer, with strong skills in design" style="border-bottom: 1px dotted #007bff !important;">program design, planning, and evidence-based advocacy. Proven ability to work in complex, volatile, and multi-stakeholder settings is essential, along with a strong capacity for leading proposal development and documented experience working with donors. Candidates should have an understanding of needs and market assessments, the ability to work collaboratively with field staff, and a high level of communication and negotiation skills.
Educational Background: The position requires a minimum first-level university degree or Bachelor's Degree in a relevant field. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively contribute to the organization's mission and objectives.
Experience: Candidates should have a minimum of 6 years of experience in displacement-focused programming, particularly in areas related to protection, economic inclusion, or self-reliance. Additional Notes: The position is based in Pemba, Cabo Delgado, Mozambique, with a contract duration of 12 months, which is renewable based on performance and funding availability. The role requires travel of at least 30%. The salary is set at grade 9 on NRC's International salary scale, amounting to USD 5,18
