Job Overview: The HR Coordinator will be responsible for directing and coordinating all administrative and labor services within the organization. This role involves defining and ensuring adherence to Solidarités International's human resource policies, monitoring compliance with donor processes and guidelines, and ensuring alignment with local laws and requirements. The HR Coordinator will serve as the primary point of reference for the mission and will facilitate communication between the headquarters and the mission regarding all administrative matters. Given the ongoing conflict in Sudan, the HR Coordinator will face significant challenges, including a rapid increase in activities and funding, necessitating extensive recruitment efforts. The position will be based remotely in N'Djamena due to difficulties in obtaining Sudanese visas, and the HR Coordinator will need to navigate emergency contexts and adhere to HR procedures while managing administrative impediments related to labor offices and authorizations.
Duties and Responsibilities: The HR Coordinator will have several key responsibilities, including:
Overseeing the HR setup for the bases and advising on best practices.
Developing an HR policy tailored for the Emergency Response Mission (ERM) team.
Establishing and maintaining relationships with local authorities regarding recruitment processes.
Contracting legal assistance to clarify the legal framework for contract management.
Managing HR procedures across both Chad and Sudan, ensuring compliance with local regulations.
Monitoring and advising on adherence to HR policies and procedures, especially in the context of emergency responses.
Supporting the recruitment process to meet the increased demand for personnel due to expanded operations.
Required Qualifications: Candidates must possess a BAC +5 in Human Resource Management. Additionally, they should have 3-4 years of experience in a similar HR position, preferably within the humanitarian sector. Familiarity with HOMERE software is essential, along with experience in establishing new project bases and structuring HR departments. Strong team management skills and the ability to build the capacity of HR teams are also required. Candidates should demonstrate adaptability and the ability to work effectively under pressure, showcasing strong initiative and improvisation skills.
Educational Background: The educational requirement for this position is a BAC +5 degree in Human Resource Management or a related field. This advanced degree is crucial for understanding the complexities of HR policies and practices in a humanitarian context.
Experience: The ideal candidate should have a minimum of 3-4 years of relevant experience in human resources, particularly in the humanitarian sector. Experience in managing HR functions during emergency responses and in challenging environments is highly desirable. Candidates should also have a proven track record of successfully opening new project bases and structuring HR departments to meet organizational needs.
Languages: Fluency in English is mandatory for this position. Proficiency in French is also required, while knowledge of Arabic would be considered a strong asset, enhancing communication with local stakeholders and communities.

The salary is competitive, starting from EUR 2860 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly per diem of USD 750 is provided. SI covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. The organization implements a break system, allowing for 7 working days off every three months, along with an additional rest day for each month worked. Expatriates benefit from a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs, as well as essential vaccinations and antimalarial treatments. Living conditions in N'Djamena are described as comfortable, with access to various leisure facilities and a supportive expatriate community.
