Job Overview: The Human Resources Officer will play a crucial role in managing and administering the Medical Benefits Fund and the Staff Compensation Plan at UNESCO. This position requires a deep understanding of medical benefits and insurance policies, as well as the ability to provide authoritative advice to staff and management. The incumbent will be responsible for monitoring the implementation of procedures, identifying issues, and developing policy revisions. Additionally, the role involves supervising and coaching team members, evaluating their performance, and providing opportunities for professional development. The officer will work closely with various stakeholders, including medical services, legal affairs, and third-party administrators, to ensure effective communication and resolution of sensitive staff cases. This position is vital for maintaining the integrity and efficiency of the organization's human resources management.
Duties and Responsibilities:
Medical Benefits Fund (MBF): Provide expert advice and guidance to staff and management on the Medical Benefits Fund. Manage sensitive staff cases, liaise with medical services and third-party administrators, and recommend actions to senior management. Identify issues affecting the MBF and provide data for actuarial studies and audits. Manage contracts with third-party administrators and improve communication with members. Participate in MBF Board meetings and prepare reports.
Staff Compensation Plan: Advise on the Staff Compensation Plan, prepare documentation for the Advisory Committee on Compensation Claims, and analyze compensation claims to advise the Head of Unit. Initiate administrative actions for claims against third parties and supervise account maintenance and reporting.
Other Responsibilities: Provide guidance on insurance plans, manage contentious cases, prepare statistics for accountancy, and implement continuous improvement approaches in collaboration with external and internal stakeholders.
Required Qualifications: Candidates must possess an advanced university degree (Master's or equivalent) in Finance, Business Administration, Human Resources Management, Public Health, or related fields. A strong background in social security benefits, medical insurance contract management, staff compensation, and human resources management is essential. Candidates should also have experience managing internal and external stakeholders effectively.

Languages: Excellent knowledge of English or French, both written and spoken, is mandatory. A good knowledge of the other language is also required. Knowledge of other official languages of UNESCO, such as Arabic, Chinese, Russian, and Spanish, is considered an asset.
Additional Notes: The position is a fixed-term contract for a duration of two years, with the possibility of renewal. It is open to both internal and external candidates. The approximate annual starting salary for this position is 101,760 USD, and benefits may include 30 days of annual leave, family allowance, medical insurance, and a pension plan.
