Job Overview:
The position of Senior Expert in Energy Efficiency is crucial for the United for Efficiency (U4E) initiative, which aims to support countries in transitioning to energy-efficient lighting, appliances, and equipment. The expert will be responsible for strategic planning and management across various projects, ensuring that global tools, guidance, outreach, and training are delivered effectively and on time. The role involves overseeing the delivery and deployment of existing global tools and guidance, as well as developing new project opportunities. The expert will work closely with national and regional projects, particularly focusing on sustainable cooling and cold chain solutions. This position requires a deep understanding of energy efficiency policies and practices, as well as the ability to engage with stakeholders at various levels, including government officials and private sector leaders.

Duties and Responsibilities:
The Senior Expert will have a comprehensive set of responsibilities, including:
  • Strategic Planning and Administration: Drafting amendments for project agreements to incorporate new donor funding, maintaining a budget tracker for accurate accounting of funding, and updating fundraising trackers with proposals for potential funders.
  • Global Tools, Guidance, Outreach, and Training: Publishing updated market readiness guidelines for air conditioners and heat pumps, conducting outreach webinars, and submitting funding proposals for new market readiness guidelines.
  • Regional Initiatives: Ensuring action items from project management consultations are fulfilled, completing PCA reporting from various partners, and enhancing governance across the Sustainable Cooling and Cold Chain Solutions (SCCCS) initiative.
  • National Market Transformation: Closing out deliverables for GCF Rwanda, reporting as per GCF requirements, and submitting funding proposals for new projects in priority markets such as Brazil. The expert will also be responsible for ensuring that all outputs align with U4E's Integrated Policy Approach and contribute to market transformation efforts.

Required Qualifications:
Candidates must possess an advanced university degree (Masters) or equivalent in Public Policy, Engineering, or related fields that support expertise in market transformation technical assistance. A thorough track record of leading complex projects focused on sustainable cooling solutions in developing markets is essential. Extensive experience in coordinating the drafting and publication of global tools and initiatives is required, along with a strong background in policy recommendations on energy efficiency strategies. Successful candidates will have experience in clean energy or environmental technical assistance projects in regions such as Africa, Latin America, and India, as well as experience in fundraising from various sources. The ability to coordinate in-person training for senior officials and stakeholders is also necessary.

Educational Background:
An advanced university degree (Masters) in Public Policy, Engineering, or a related discipline is required. This educational background should underpin the candidate's expertise in market transformation and technical assistance to governments, particularly in the context of energy efficiency and sustainable cooling solutions.

Experience:
Candidates should have significant experience in leading complex projects related to sustainable cooling solutions, particularly in developing market settings. This includes a proven track record of coordinating the drafting and publication of global tools and initiatives, as well as experience in policy recommendations on energy efficiency strategies. Experience in fundraising from multilateral environmental funds and coordinating training for senior officials is also essential.

Languages:
Fluency in written and spoken English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the regions where U4E operates.
