The Climate and Clean Air Coalition (CCAC) is a partnership that includes governments, intergovernmental organizations, private sector representatives, and members of civil society. It was established to address the urgent need for integrated climate and clean air solutions aimed at reducing the emissions of short-lived climate pollutants (SLCPs) such as methane, black carbon, HFCs, and tropospheric ozone. The CCAC is unique in its focus on fast action to mitigate climate change and improve air quality. Brazil joined the CCAC in 2023, and the Ministry of Environment and Climate Change (MMA) has initiated a project to develop a National Action Plan to Reduce SLCPs, with the support of the Stockholm Environment Institute (SEI). This project aims to create a comprehensive plan that outlines actionable steps for reducing SLCPs and tracking their progress over time, thereby enhancing Brazil's commitment to climate action and public health.

Job Overview:
The Communications Specialist will play a crucial role in supporting the Ministry of Environment and Climate Change (MMA), the Climate and Clean Air Coalition (CCAC), and the Stockholm Environment Institute (SEI) in the development and execution of a communication strategy for the Short-Lived Climate Pollutant (SLCP) Plan. This position involves creating awareness about the SLCP Plan and its implementation, enhancing stakeholder engagement, and ensuring effective communication of key messages. The specialist will collaborate with the project team to identify communication objectives, develop communication materials, and manage media relations to promote the visibility of the MMA's leadership in SLCP initiatives. The role requires a strategic approach to communication, focusing on both the development and dissemination phases of the SLCP Plan, ensuring that the communication strategy aligns with the overall objectives of the national action plan.

Duties and Responsibilities:
The Communications Specialist will be responsible for a wide range of duties, including:
  • Developing and implementing a comprehensive communication strategy and campaign to raise awareness about the SLCP Plan and its objectives.
  • Identifying communication objectives that align with priority measures for SLCP reduction.
  • Crafting key messages from the SLCP Plan and determining the most effective communication channels for these messages.
  • Preparing and designing various communication materials, such as publications, presentations, videos, and press releases, aimed at different stakeholders.
  • Managing media relations to enhance the visibility of the MMA's leadership in SLCP initiatives at local, national, and regional levels.
  • Establishing strategic partnerships for national campaigns and promoting communications at the national level.
  • Organizing events related to the SLCP Plan and preparing communication materials for these events.
  • Identifying funding sources for communication campaigns.
  • Supporting the development of briefing notes and speaking notes for high-level representatives. 1
  • Coordinating inputs for a chapter on communications and advocacy for the National SLCP Plan, consulting with partners and experts.

Required Qualifications:
Candidates must possess an advanced university degree (master's or equivalent) in Communication, Journalism, Public Relations, or a related field. Alternatively, a first-level university degree combined with five additional years of relevant experience may be accepted. A minimum of five years of professional communications experience in areas related to Environmental Sciences, Climate Change, Air, Water and Soil Pollution, Sustainable Development, or Environment and Health is required. Candidates should demonstrate the ability to provide communications support to governments and stakeholders, work effectively with diverse groups, and possess excellent communication skills, both written and oral. Knowledge of Brazil's national climate change policy and an understanding of SLCPs and air pollution are essential, along with experience in media relations in Brazil.

Educational Background:
The position requires an advanced university degree (master's or equivalent) in Communication, Journalism, Public Relations, or a related field. A first-level university degree may be accepted if accompanied by five additional years of qualifying experience. This educational background is crucial for understanding the complexities of communication strategies in the context of environmental issues and public engagement.

Experience:
The ideal candidate should have at least five years of professional experience in communications, particularly in fields relevant to environmental sciences, climate change, and public health. This experience should include providing communications assistance to governmental bodies or other stakeholders, demonstrating the ability to navigate complex stakeholder environments effectively. Experience in media relations, particularly in securing interviews for high-level representatives, is also desirable.

Languages:
Fluency in Portuguese and English, both written and spoken, is essential for this position. This bilingual proficiency is necessary to communicate effectively with various stakeholders and to prepare communication materials for both national and international audiences. Knowledge of additional languages may be considered an asset but is not mandatory.

The position is remote and expected to last for six months.
