Job Overview: The OSS Logistic Coordinator plays a crucial role within the Logistics and Information Systems Department of Solidarités International. This position is responsible for defining and implementing the logistics and procurement strategy for the country office to ensure the smooth execution of humanitarian projects. The OSS Logistic Coordinator will work closely with the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and coordinators to translate programmatic needs into effective logistical solutions that comply with internal policies and procedures. The role involves significant travel to field locations, where the coordinator will represent the headquarters and ensure that the organization's mandate and procedures are followed during missions.
Duties and Responsibilities:
Internal Coordination and Project Management: Define and implement the logistics and procurement strategy for the mission; ensure operational follow-up of logistics and purchasing activities; plan annual activities (budgets, action plans, priorities); optimize logistical resources (sharing of means); prepare and validate logistical elements of donor reports.
External Coordination: Represent the organization in logistics coordination spaces (clusters, networks); participate in security and humanitarian access meetings upon request; advocate for logistical constraints with humanitarian actors.
Supply Chain Management: Define the purchasing strategy in close collaboration with program teams; coordinate market analysis at national, regional, and local levels; ensure compliance with purchasing, storage, transport, and inventory procedures.
Technical Equipment and Transport: Define a transport strategy for personnel adapted to security contexts; manage the vehicle fleet; implement a strategy for managing technical equipment (vehicles, energy, telecommunications, IT).
Infrastructure: Ensure compliance and management of real estate leases; oversee the installation and maintenance of functional offices and living bases.
Security: Define, with the Country Director and Security Coordinator, the strategy for using security-related equipment; ensure team training on technical security means; guarantee the operational readiness of logistical incident management systems.
Required Qualifications: Candidates must possess a diploma at the BAC +3 to BAC +5 level in humanitarian logistics. They should have a strong background in emergency activity programming and experience in supporting the opening of bases and implementing challenging programmatic activities. Additionally, candidates should have experience in strengthening the capacities of a logistics team, the ability to work under pressure, adaptability, a strong initiative, and improvisation skills.
Educational Background: A minimum educational requirement of a BAC +3 to BAC +5 level diploma in humanitarian logistics is necessary for this position. This educational background should provide the candidate with a solid understanding of logistics principles and practices within the humanitarian sector.
Experience: Candidates should have 3 to 4 years of experience as a logistics coordinator in the humanitarian sector. This experience should include a proven track record of managing logistics operations in challenging environments and supporting the establishment of new field operations.
Languages: Fluency in French and English is mandatory, with very good reading, writing, and oral expression skills. Knowledge of additional languages, particularly Arabic and Spanish, is considered a plus and may enhance a candidate's profile.
Additional Notes: The position is based at the headquarters of Solidarités International in Clichy la Garenne, with field travel required. It is a permanent contract (CDI) with a gross monthly salary of €2365, depending on the current salary scale at headquarters. Benefits include health insurance (80%), meal vouchers (60%), and transportation allowances (50%) covered by the organization. The OSS/ERT program provides health and repatriation insurance, with 50% covered by SI and 50% by the employee. There is also the possibility of teleworking, with options for 4 to 12 days of telework per month or 100% telework with 3 mandatory in-person days per month, in accordance with the telework charter and manager approval. Employees are entitled to 2.0833 vacation days per month and 1 RTT day per full month of work, although OSS employees do not receive RTT. Medical coverage is fully provided during field deployments.
