Job Overview: The Climate Change Mitigation and Emissions Analysis Consultant will play a crucial role in supporting the UNEP project team by leveraging their extensive local network to act as a liaison between stakeholders in Georgia and the UNEP team. This position is essential for the local data gathering process, which will heavily depend on the consultant's ability to conduct interviews, gather documents, and compile databases. The consultant will provide technical inputs to various project deliverables and ensure effective coordination support necessary for the successful delivery of Outputs 1, 2, 3, and 6 of the project. The consultant's responsibilities will include delivering data inputs for sector-specific baseline emission intensities, developing Marginal Abatement Cost Curves (MACCs), and facilitating stakeholder engagement and workshops. The overall objective is to ensure comprehensive data collection, stakeholder engagement, and logistical support for the development of baseline emission factors, MACCs, and final dissemination activities.
Duties and Responsibilities: The consultant will be responsible for a wide range of duties, including:
Collecting data required to estimate sector-specific baseline emission factors and supporting UNEP in compiling information for Tier 2 emission factors.
Assisting in the development of Marginal Abatement Cost Curves (MACCs) by collecting technology-specific technical and economic data.
Engaging with national stakeholders to validate mitigation options and ensure alignment with national priorities.
Organizing and facilitating workshops and meetings to support UNEP-CCC across Outputs 1, 2, 3, and
Providing logistical support, including communication facilitation and translation as needed.
Preparing detailed reports on collected data, stakeholder consultations, and workshop outcomes.
Conducting evaluations of data quality, stakeholder engagement effectiveness, and report clarity.
Mapping relevant stakeholders and maintaining communication with them throughout the project duration.
Required Qualifications: Candidates must possess a master's degree or equivalent in environmental engineering, environmental science, climate change, energy systems, sustainable development, engineering, or a related field. Additionally, a minimum of 7 years of relevant work experience is required with a bachelor's degree, or a minimum of 5 years with a master's degree. Candidates must have at least 5 years of experience in climate policy, mitigation impact assessments, or a related field. Experience in preparing GHG emissions inventories and emissions modeling/projections is essential, along with experience in organizing consultations with government agencies, private sector, NGOs, and civil society. Familiarity with the context and institutions of Georgia is also required, along with strong communication skills, analytical capacity, and attention to detail.
Educational Background: A master's degree or equivalent in a relevant field such as environmental engineering, environmental science, climate change, energy systems, sustainable development, or engineering is required. Candidates with a bachelor's degree must have additional relevant work experience to meet the minimum experience requirements.
Experience: The position requires a minimum of 7 years of relevant work experience with a bachelor's degree or a minimum of 5 years with a master's degree. Candidates must have at least 5 years of experience specifically in climate policy, mitigation impact assessments, or related fields. Experience in preparing GHG emissions inventories and emissions modeling/projections is also necessary, along with experience in organizing and facilitating consultations with various stakeholders.
Languages: Fluency in written and spoken English is mandatory for this position. Additionally, fluency in Georgian is desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of the consultant's engagement efforts.
Additional Notes: The position is part-time and expected to last for 7 months. The consultant should ideally be based in Georgia for the duration of the assignment and must have a valid work permit.
