Job Overview:
The Climate Mitigation and MRV Expert will play a pivotal role in the Initiative for Climate Action Transparency (ICAT), which was established in 2015 to support the implementation of the Paris Agreement’s Enhanced Transparency Framework. This position requires close collaboration with the National ICAT leading coordinator and other national technical consultants to ensure the successful completion of project outputs and technical deliverables. The expert will provide essential technical input, elaborating and submitting reports and deliverables relevant to the project. The role involves working on various aspects of climate transparency, including developing methodologies for monitoring and reporting, assessing the impacts of climate policies, and enhancing frameworks for tracking progress in implementing nationally determined contributions (NDCs). The expert will also be responsible for producing a document that establishes the baseline for the 2020 NDC, the 2025 NDC, and projections up to 2040, ensuring that the deliverables meet the standards set by UNEP CCC.

Duties and Responsibilities:
The duties and responsibilities of the Climate Mitigation and MRV Expert include:
  • Collaborating with the National ICAT leading coordinator and other consultants to ensure the timely completion of project deliverables.
  • Providing technical input as requested by the leading coordinator to complete project deliverables.
  • Developing a baseline document for the 2020 NDC, the 2025 NDC, and projections up to 204
  • Leading workshops to identify mitigation measures and potential additional measures for the 2020 and 2025 NDCs.
  • Analyzing documents and results from completed projects to inform the development of mitigation measures.
  • Submitting reports and documents that detail the findings and recommendations based on the analysis of climate policies and mitigation measures.
  • Ensuring compliance with the deliverables and supporting tasks outlined in the project work plan.
  • Coordinating with UNEP CCC to ensure that all technical deliverables are reviewed and approved within the specified timeframe.

Required Qualifications:
Candidates must possess a minimum of 4 years of relevant experience with a Bachelor's degree focused on climate change or a related field, or a minimum of 2 years of relevant work experience with a Master's degree. Additionally, candidates should have more than 5 years of experience in climate change mitigation and MRV systems under the Enhanced Transparency Framework of the Paris Agreement. Experience in NDC formulation and/or monitoring, consulting experience, and knowledge of baseline and mitigation scenarios and emission calculation systems are also required.

Educational Background:
The educational background required for this position includes a Bachelor's degree in a relevant field such as environmental science, climate change, or a related discipline. A Master's degree is preferred and may substitute for some of the required experience. The focus should be on climate change, environmental policy, or a related area that provides the necessary knowledge and skills for the role.

Experience:
The position requires a significant level of experience, specifically a minimum of 4 years with a Bachelor's degree or 2 years with a Master's degree in a relevant field. Candidates should have extensive experience in climate change mitigation and MRV systems, particularly under the Enhanced Transparency Framework of the Paris Agreement. Experience in NDC formulation and monitoring is essential, along with a background in consulting and knowledge of emission calculation systems.

Languages:
Fluency in English (spoken and written) is mandatory, as well as fluency in Spanish (spoken and written). These language skills are crucial for effective communication and collaboration with stakeholders and team members in both languages.

Additional Notes:
The position is part-time and expected to last for 3 months. It is a remote position based in Cuba, and international travel may or may not be required. The consultancy will not involve any fees at any stage of the recruitment process, as the United Nations does not charge applicants for applications, interviews, or training.
