Job Overview: The Project Engineer position is a temporary role based in the ILO Country Office for Pakistan, specifically in Islamabad. The primary responsibility of the Project Engineer is to oversee and coordinate a significant renovation project for the ILO's office premises. This project includes various activities such as reinforcing the building structure, waterproofing roofs, refurbishing offices, and upgrading security" style="border-bottom: 1px dotted #007bff !important;">security installations. The Project Engineer will work closely with a Project Management (PM) company throughout all stages of the renovation, including scoping, design, planning, tendering, and monitoring construction works. The role requires effective communication and collaboration with various stakeholders, including the ILO director" style="border-bottom: 1px dotted #007bff !important;">Country Director and local authorities, to ensure the project's success and compliance with ILO standards.
Duties and Responsibilities: The Project Engineer will be responsible for a comprehensive set of duties, including but not limited to:
Reviewing technical documents prepared by the PM company to ensure clarity and compliance with construction needs.
Supporting the planning and coordination of procurement processes, including contract preparation.
Analyzing budget proposals in collaboration with the Senior Operations Officer and PM Company.
Providing technical advice to the ILO Country Director and preparing for meetings with local authorities.
Ensuring effective coordination with the PM company and general contractor to minimize service interruptions.
Monitoring renovation progress against the schedule and maintaining communication with the project management team.
Participating in site visits and weekly project meetings, reporting on technical issues and risks.
Inspecting renovation works to ensure quality and compliance with safety standards.
Maintaining an updated project risk register and documentation. 1
Monitoring physical and financial progress and managing variations. 1
Validating monthly progress reports for payment certification. 1
Preparing briefings and presentations for the Governance Committee. 1
Assisting in stakeholder management strategies. 1
Contributing to project close-out and maintenance planning. 1
Performing other relevant duties as assigned.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in engineering, architecture, or a relevant field. Alternatively, a first-level university degree (Bachelor’s or equivalent) in a related field, combined with two additional years of relevant experience, will be accepted in lieu of an advanced degree. The role requires a strong foundation in technical knowledge related to construction and renovation projects, as well as an understanding of public procurement principles and construction contract management.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s or equivalent) in engineering, architecture, or a related field. A first-level university degree (Bachelor’s or equivalent) in one of these fields, along with additional relevant experience, is also acceptable. This educational foundation is crucial for effectively managing the technical aspects of the renovation project.
Experience: A minimum of 5 years of professional experience in construction projects, particularly in the renovation of office facilities or the maintenance of technical building systems, is required. Relevant experience as a project or works coordinator or manager in construction or renovation projects is essential for this role. Candidates should demonstrate a proven track record of successfully managing similar projects.
Languages: Excellent knowledge of English is mandatory for this position. Additionally, a working knowledge of an official national language of Pakistan would be advantageous, as it would facilitate communication with local stakeholders and authorities.
