Job Overview: The Local ICA Specialist position in Pemba, Mozambique, is primarily focused on financial management and operational strategies within the UNOPS office. Duties and Responsibilities: The duties and responsibilities of the Local ICA Specialist include:
Implementing operational strategies by ensuring compliance with UNOPS financial rules and regulations, monitoring financial exception reports, and analyzing cost-saving strategies.
Preparing and monitoring budgets, coordinating project budget submissions, and ensuring compliance with financial policies.
Managing cash flow and treasury functions, including monitoring local accounts, preparing cash flow forecasts, and ensuring efficient banking arrangements.
Overseeing commitments and payments, ensuring compliance with financial processes, and maintaining accurate financial records.
Supporting financial reporting, including audit preparation and internal control systems.
Facilitating knowledge building and sharing within the finance team, including training new colleagues and contributing to knowledge networks.
Required Qualifications: The required qualifications for the Local ICA Specialist position include a first-level university degree in Auditing, Finance, Accounting, Public Administration, or any other quantitative discipline. Candidates should have a minimum of 2 years of relevant experience in financial management, financial reporting, or budget preparation. Familiarity with GAAP/IFRS is considered an asset, as is experience working in an international organization or providing financial advisory services. Proficiency in using the Google suite is also desirable.
Educational Background: Candidates must possess a first-level university degree in a relevant field such as Auditing, Finance, Accounting, or Public Administration. This educational background is essential for understanding the complexities of financial management and reporting within the UNOPS framework.
Experience: The position requires a minimum of 2 years of relevant experience in financial management, financial reporting, or budget preparation. This experience should demonstrate the candidate's ability to manage financial operations effectively and ensure compliance with established financial regulations and procedures. Experience in an international organization or in providing financial advisory services is advantageous and will be viewed favorably during the selection process.
Languages: Fluency in English and Portuguese is mandatory for this position.
