Job Overview: The Head of MEAL Department will work under the supervision of the Deputy CountryDirector Program. The primary responsibility of this position is to ensure the quality, relevance, and technical innovation of the MEAL (Monitoring, Evaluation, Accountability, and Learning) strategy within the mission. This role involves supporting the Program Department at both the coordination and grassroots levels to implement quality projects while enhancing accountability to beneficiaries, intervention communities, and all stakeholders, including state authorities, implementing partners, and donors. The Head of MEAL will contribute to defining the country strategy and positioning of the MEAL department, coordinate the identification of MEAL needs, formulate MEAL components of project proposals, and manage internal and external reporting related to these components. Additionally, the role requires coordinating the functioning of the MEAL department, ensuring rigorous training for field staff and enumerators, and strengthening program accountability to beneficiaries and communities. The position also involves setting up a centralized Information Management System, providing technical support, and conducting regular data quality assurance.
Duties and Responsibilities:
Contribute to the definition of the country strategy and the positioning of the MEAL department.
Coordinate the identification of MEAL needs and formulate MEAL components of project proposals.
Manage internal and external reporting related to MEAL components.
Support the implementation of programs/projects in terms of monitoring, evaluation, and learning.
Ensure rigorous training for internal and external enumerators on ACF mandates and ethical data collection procedures.
Strengthen program accountability to beneficiaries and stakeholders.
Set up and manage a centralized Information Management System, ensuring its use at the mission level.
Conduct training for field teams on new systems and tools, including mobile data collection systems.
Provide technical support in the use of the Information Management System and implement Data Quality Assurance processes. 1
Manage MEAL teams, including recruitment and support for all MEAL positions according to HR guidelines.
Minimum of 5 years of experience working with NGOs in multi-sector programming within the MEAL domain.
At least 2 years of experience in a coordination-level position within an NGO.
Ability to work in challenging security environments.
Experience in implementing multi-sectoral projects is required.
Previous experience in a MEAL department coordination position is an asset.
Strong knowledge of GIS software (e.g., QGIS, ArcGIS) and their applications in humanitarian MEAL.
Excellent management and communication skills.
Fluency in English (both written and spoken); fluency in Portuguese is an asset.
Educational Background: A Master's degree in a relevant field such as Monitoring and Evaluation, International Relations/Affairs, Humanitarian Affairs, International Development, Public Health, Statistics, Epidemiology, Demography, or a related discipline is required for this position. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively manage MEAL activities and contribute to the organization's mission.
Experience: Candidates must have a minimum of 5 years of experience working with non-governmental organizations (NGOs) in multi-sector programming specifically within the MEAL domain. This experience should include at least 2 years in a coordination-level position, demonstrating the ability to lead and manage MEAL activities effectively. Experience in challenging security environments and in implementing multi-sectoral projects is also required, with previous coordination experience in a MEAL department considered an asset.
Languages: Fluency in English, both written and spoken, is mandatory for this position. Additionally, fluency in Portuguese is considered an asset, as it may facilitate communication with local stakeholders and beneficiaries in Mozambique.
Additional Notes: This position is offered as a fixed-term contract under French legislation for a duration of 12 months. The monthly gross salary ranges from 2593 to 2968 euros, depending on experience, and includes a 13th-month salary. Non-French citizens will have their pension insurance reimbursed at 16% of the gross monthly salary. There is an annual salary increase of 6% after each 12 months of continuous contract. The position also includes a monthly per diem and living allowance of 622 euros net, a country allowance of 150 euros, and a child allowance of 1500 euros per year per child present in the country of origin (maximum 6000 euros/year). Transportation and accommodation costs are covered, and ACF provides 100% coverage for social security, health insurance, and repatriation insurance fees. The organization also offers salary sustainment measures for sickness, paternity, and maternity. Employees are entitled to 25 days of paid leave per year, 20 RnR (Rest and Recuperation) days per year, and airfare reimbursement for travel to the chosen break destination, along with 215 euros for each RnR period.
