Project Summary:
The Monitoring and Evaluation Support Project (MESP) provides USAID and South Sudan with flexible and demand-driven technical, analytic, advisory, training, monitoring, evaluation, and related
support services for performance measurement. The project includes monitoring and evaluation
technical support to the Mission for
performance management at all levels. The project will provide support to assessments, analytical research, and related services required for new project designs, sector strategies, and broader strategic revisions.

Position Summary:
The Senior Qualitative Analyst will systematically analyze, identify and recommend opportunities for Implementing Partners' (IPs) collocation and convergence in program planning and delivery amongst USAID and South Sudan's flagship IPs. The Senior Qualitative Analyst will hold consultations with the flagship IPs to assess how USAID and South Sudan's activities can be collocated for optimal layering and convergence of impact. The role requires substantial qualitative analytical expertise within the context of international development and demonstrated ability to engage in policy dialogue,
design" style="border-bottom: 1px dotted #007bff !important;">program design, and work planning with stakeholders. This is a Short-Term
Technical Assistance (STTA) position for 40 Level of Effort (LOE) days. Travel to Juba, South Sudan is required, following
COVID-19 restrictions and policies.
Responsibilities:
- Create an analytical framework for identifying collocation, layering, and convergence opportunities across IPs
- Liaise with the Team Lead to identify and collect from the flagship IPs documentation and information necessary for the desk analysis
- Conduct a systematic desk review to analyze IP Statements of Work (SOWs), work plans, learning plans, activity agreements, and other documentation
- Identify potential opportunities for co-location, convergence and layering, and areas of possible duplication
- Prepare and present a desk analysis report profiling potential county-specific opportunities for collocation, layering, and convergence of impact
- Provide technical guidance to validate the potential opportunities for technical collaboration to ensure practical and effective layering of activities
- Develop collaborative and coherent work-planning and implementation approaches for the IPs
- Prepare a final report assessing the effectiveness of the IP convergence planning process
- Identify areas of success and make improvement recommendations for ongoing convergence planning and monitoring
- Other tasks as may be required
Qualifications:
- Graduate degree in international development or related field is required
- At minimum seven years of experience in managing and implementing development projects in non-permissive environments
- Demonstrated expertise in development planning, organizational assessments, and qualitative analysis
- Previous experience working in South Sudan preferred
- Previous experience working with USAID funded projects required
- Strong interpersonal and group facilitation skills
- Fluency in written and oral English required
