Job Overview: The National Human Resources Planning Consultant will play a crucial role in conducting a comprehensive review of the National Election Commission (NEC) of South Sudan's organizational structure. This position requires the consultant to assess the current HR systems, staffing levels, and overall capacity of the NEC. The consultant will be responsible for delivering several key reports and manuals that will guide the NEC in optimizing its human resources and ensuring compliance with South Sudanese laws. The consultant will work closely with the NEC Organizational Review Team and the UNIEAT, providing insights and recommendations that will enhance the NEC's operational effectiveness and align its HR policies with legal requirements. The expected duration of this consultancy is two months, during which the consultant will undertake various tasks, including organizational assessments, policy reviews, capacity building, and knowledge transfer.
Duties and Responsibilities: The consultant will undertake a comprehensive review of the NEC’s organizational structure, assessing the capacities and terms of reference of existing staff. Key responsibilities include:
Conducting an organizational assessment to ensure alignment with legal mandates and South Sudanese laws.
Reviewing the existing organizational structure and recommending optimal staffing configurations.
Examining and revising job descriptions for all NEC positions to reflect current and future needs.
Developing NEC-specific HR policies and procedures in accordance with South Sudanese labor laws.
Conducting a training needs assessment of NEC staff and proposing structured training plans.
Preparing a user-friendly HR Manual and Employee Handbook for NEC.
Conducting training sessions for NEC HR personnel to operationalize new HR systems and tools.
Required Qualifications: The position requires an advanced degree or a bachelor's degree with equivalent experience in fields such as Human Resources, International Relations, Law, Public Administration, International Development, or Social Science. Candidates must have a minimum of five years of experience in human resource management, with proven experience in drafting HR policies, job descriptions, and performance management frameworks. Experience in providing technical advice to national counterparts and working with government offices in South Sudan is essential. Knowledge of South Sudan’s legal framework governing government agencies and HR policies is required, along with computer literacy in Microsoft Word, Excel, and Outlook. Experience with international organizations, particularly within the UN system, is desirable.
Educational Background: Candidates must possess an advanced degree or a bachelor's degree in a relevant field such as Human Resources, International Relations, Law, Public Administration, International Development, or Social Science. Equivalent experience may also be considered in lieu of an advanced degree, emphasizing the importance of practical knowledge and skills in human resource management.
