The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
Job Description
General Minimum Requirements
The general minimum requirements for working with the OSCE are:
Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
Diplomatic experience or experience working in political affairs with international organizations or governments
Experience in preparing analytical reports
Excellent communication and drafting skills
Knowledge of regional political history and developments
Diplomatic and negotiating skills
Some knowledge of the OSCE principles and commitments
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education:
First-level university degree in international studies, public policy, political science or law or related fields
Experience:
Minimum 6 years of relevant professional experience
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Mandatory:
Experience in planning and co-ordination, preferably in large international organizations;
Proven experience in developing, managing and reviewing performance based budget and extra budgetary projects;
Experience in implementing operational and administrative instructions;
Knowledge of regional political history and developments;
Professional fluency in the English language;
Excellent communication skills, resourcefulness, initiative, maturity of judgement, and team spirit;
Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Cultural sensitivity and judgement;
Flexibility and ability to work under pressure and within limited time frames.
Desirable:
Project management certificate/qualification;
Knowledge of Arc GIS or Enterprise GIS software or other database systems;
Experience of working in Eastern Europe and/or knowledge of the region;
Previous experience in field missions, especially in an operations staff capacity;
Working knowledge of the Ukrainian and/or Russian language(s) is a distinct advantage.
Tasks and Responsibilities
The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.
Under the direct supervision of the Deputy Head of Operations and the guidance of the Head of Operations, as Planning and Co-ordination Officer, you will be responsible for:
Supporting the implementation, monitoring and evaluation of the Mission's mandate and advising the Head of Operations and his/her Deputies on progress in meeting the goals and objectives of the Mission's mandate;
Contributing to the development of long-, medium- and short-range operational plans, as well as instructions and guidelines for accomplishment of mission goals and objectives; coordinating and monitoring the implementation of such plans with the Monitoring Teams;
In co-operation with the Administration and Finance Unit, assist in developing, managing, and reviewing extra-budgetary projects to support the Operations Unit;
Contributing to the preparation of internal and external reports and briefings reporting on mission activities, and working with preparation of budgetary and other documents that support mission structure and function;
Designing and implementing specific operational projects and processes in support of SMM's monitoring efforts;
Attending meetings with other international organizations as required;
Supervising one or more junior Operations Co-ordination Officers, guiding their work accomplishment and professional development;
Performing other duties as assigned.
