Job Overview:
The Public Finance Analyst (Education Financing) role is crucial in supporting the Ministry of Education and Science of Ukraine (MoES) in its efforts to sustain and reform the education system amidst ongoing conflict and recovery. This position is designed to enhance the Ministry's capacity to analyze, design, and improve education financing mechanisms, particularly focusing on state budget transfers to local authorities. The successful candidate will contribute to ensuring safe learning environments, restoring educational infrastructure, and improving financing for inclusive education and mental health support across Ukraine. The role requires a strong analytical background and the ability to produce evidence-based recommendations that will enable effective and transparent use of public funds for resilient education services.

Duties and Responsibilities:
The Public Finance Analyst will be responsible for a variety of tasks, including: analyzing the utilization and effectiveness of education-related public funding, particularly state budget transfers for infrastructure and safety measures; supporting the development of evidence-based financing models for inclusive education and mental health; reviewing and improving allocation mechanisms for state funding and providing practical recommendations for reform; designing and refining financial models and tools to assist in expenditure planning and forecasting; strengthening monitoring systems and standardizing financial tracking tools; preparing high-quality analytical reports and policy briefs to inform decision-making by Ministry leadership; providing mentoring and training to Ministry staff to ensure sustainable use of tools and approaches; and coordinating closely with government stakeholders, public authorities, and development partners to support aligned financing approaches.

Required Qualifications:
Candidates must possess a minimum of 5–8 years of experience in public finance, budget analysis, intergovernmental transfers, or related fields. An advanced degree in economics, finance, public administration, or a related discipline is required. Proven experience with financial modeling, budget data analysis, and advanced Excel use is essential. A strong track record of producing analytical outputs that inform policy or operational decision-making is necessary, along with experience linking financial analysis to policy outcomes, ideally in education, social services, or infrastructure.

Educational Background:
The educational background required for this position includes an advanced degree in economics, finance, public administration, or a related discipline. This educational foundation is critical for understanding complex financial systems and developing effective financing models for education.

Experience:
The role requires candidates to have a substantial level of experience, specifically a minimum of 5–8 years in relevant fields such as public finance, budget analysis, or intergovernmental transfers. This experience should include a strong focus on financial modeling and budget data analysis, as well as a proven ability to produce analytical outputs that inform policy decisions.

Languages:
Fluency in both Ukrainian and English is mandatory for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in these two languages to effectively engage with stakeholders and produce necessary documentation.

This position is based in Kyiv, Ukraine, and is classified as a non-family posting. The contract duration is until 31 December 2026, with the possibility of extension. The role reports to the Deputy Minister at the Ministry of Education and Science and the NORCAP Education Thematic Manager.
