Job Overview:
The Project Control Associate plays a crucial role in supporting the management and oversight of projects within the UNHCR framework. This position involves the formulation of monitoring plans, quality assurance, and verification processes to ensure that projects align with organizational goals and standards. The associate will be responsible for reviewing project agreements, conducting audits, and ensuring synchronization between financial and operational performance. This role requires a proactive approach to risk management and project closure, as well as maintaining effective partnerships with implementing partners. The associate will work under the guidance of a supervisor and may supervise other general service staff, emphasizing the importance of accountability and adherence to UNHCR's core values of professionalism, integrity, and respect for diversity.

Duties and Responsibilities:
The duties of the Project Control Associate include reviewing internal control systems of implementing partners, ensuring compliance with Country Operation Plans, and maintaining comprehensive records for all projects. The associate will analyze and verify financial and performance reports, ensuring accuracy and consistency in accordance with project agreements. They will support timely project closure, monitor budget execution and project quality, and maintain professional relationships with partners. The associate will also be responsible for escalating issues to supervisors, recommending acceptance of reports, and managing risks associated with project objectives. Additionally, they will perform other related duties as required, contributing to the overall success of project management within the organization.

Required Qualifications:
Candidates must possess a minimum of three years of relevant experience with a High School Diploma, or two years of relevant work experience with a Bachelor’s degree or higher. Essential qualifications include knowledge of financial accrual accounting, auditing, project management, and risk management. Proficiency in Microsoft Office and ERP systems is also required. The ideal candidate should demonstrate strong analytical skills, attention to detail, and the ability to work independently and collaboratively in a team environment.

Educational Background:
The educational background required for this position includes a High School Diploma for candidates with three years of relevant experience, or a Bachelor’s degree or higher for those with two years of relevant experience. Relevant fields of study include accounting, auditing, business administration, finance, and project management. Certifications in these areas are considered essential for the role, particularly those related to financial auditing and project management.

Experience:
The position requires at least three years of relevant professional experience in analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, compliance, project monitoring, audit, or partnership oversight. Experience within humanitarian or emergency operations involving UN agencies, NGOs, or international organizations is highly valued. The candidate should have a proven track record in financial verification, risk management, and project implementation monitoring, demonstrating the ability to manage multiple priorities effectively under pressure.

Languages:
Fluency in English and Ukrainian is mandatory for this position. Knowledge of additional languages is considered an asset, particularly if they are relevant to the operational context of the duty station. Candidates should have at least a B2 level proficiency in the required languages to ensure effective communication and collaboration within the team and with external partners.
