Job Overview:
The Finance Analyst position is crucial for the effective delivery of financial services within UNFPA, ensuring the transparent utilization of financial resources. Reporting to the International Operations Manager, the Finance Analyst will analyze and interpret financial rules and regulations, providing solutions to complex financial issues. This role promotes a collaborative, client-oriented approach in compliance with UNFPA policies and procedures. The Finance Analyst will lead the finance team, ensuring smooth financial operations and effective budget management, which supports timely and compliant financial processes. The incumbent will also engage with various stakeholders, including operations, program, and project teams, as well as external partners, to ensure successful financial management and coordination within the Country Office.

Duties and Responsibilities:
  • Ensure effective and accurate financial resources management and oversight, focusing on the achievement of results such as financial resources management through planning and controlling resources in accordance with UNFPA rules. This includes preparation and monitoring of project budgets, establishing budget preparation systems, and ensuring compliance with financial regulations.
  • Implement operational and financial management strategies, adapting processes to maximize effectiveness and efficiency. This involves conducting finance business processes mapping, establishing internal Standard Operating Procedures, and monitoring financial situations.
  • Exercise proper control of Country Office accounts, ensuring timely collection of receivables and settlement of liabilities, and overseeing regular reconciliations of accounts.
  • Facilitate knowledge sharing of finance among Country Office staff, serving as a learning focal point and organizing training events.
  • Lead the finance team, managing day-to-day operations, ensuring high-quality service delivery, and participating in inter-agency meetings to contribute to operational aspects of UN reform.

Required Qualifications:
Candidates must possess an advanced university degree in Business Administration, Finance, Accounting, or a related discipline. Relevant experience in finance, accounting, and budget management is essential, along with proven skills in analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, budgeting, and reporting. Familiarity with ERP systems, particularly Quantum or Oracle-based systems, is highly desirable. Experience with the UN system or international organizations is an advantage, as is knowledge of IPSAS or IFRS. Proficiency in using office software packages, particularly MS Word and Excel, is required, along with advanced knowledge of spreadsheet and database management.

Educational Background:
An advanced university degree in Business Administration, Finance, Accounting, or a related field is required for this position. This educational background provides the necessary foundation for understanding complex financial systems and regulations, which are critical for the role of Finance Analyst.

Experience:
Candidates should have relevant experience in finance, accounting, and budget management, with a strong emphasis on financial analysis and reporting. Experience in interpreting and applying financial rules and regulations is crucial. Familiarity with ERP systems, particularly Quantum or Oracle-based systems, is highly desirable. Prior experience with the UN system or international organizations is an advantage, as is experience with IPSAS or IFRS.

Languages:
Fluency in English and Ukrainian is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and partners.
