Job Overview:
The Consultant position within the Institutional Response Infrastructure Unit (IRI) of the IAEA is designed to provide technical expertise aimed at strengthening national frameworks for managing responses to criminal or unauthorized acts involving nuclear or other radioactive materials that are outside regulatory control. The role emphasizes the development, implementation, and sustainability of response capabilities, ensuring that Member States are equipped to handle nuclear security events effectively. The Consultant will work under the supervision of the Unit Head and will be involved in various activities, including the design and development of training materials, conducting training events, and facilitating meetings to support Member States in building sustainable nuclear security response capabilities. This position requires a proactive approach to coordination within the organization and with Member States to ensure the successful implementation of projects related to nuclear security response capabilities.

Duties and Responsibilities:
The Consultant will be responsible for a range of duties, including but not limited to:

• Contributing to the design and development of training materials and relevant publications that align with existing nuclear security guidance and incorporate lessons learned from previous experiences.
• Conducting various activities such as meetings, training events, Agency missions, tabletop exercises, and field exercises to assist Member States in developing sustainable nuclear security response capabilities.
• Ensuring effective coordination within the IAEA and with Member States regarding the implementation of projects related to nuclear security response capabilities.
• Providing technical expertise and support in the development of national nuclear security response plans and frameworks.
• Assisting in the evaluation and improvement of existing nuclear security response systems and measures.
• Engaging with stakeholders to promote best practices in nuclear security response planning and execution.

Required Qualifications:
The position requires a comprehensive set of qualifications, including:

• A university degree or equivalent in nuclear chemistry, physics, or a related field such as law enforcement.
• An advanced university degree or equivalent in a relevant field is considered an asset.
• A minimum of five years of relevant professional experience in nuclear security, particularly in developing response capabilities and plans.
• Proven experience in creating guidance and training materials related to nuclear security events.
• National and international experience in response planning and field operations is essential.
• In-depth knowledge of nuclear security response systems and measures, as well as national frameworks for managing responses to nuclear security events.

Educational Background:
Candidates must possess a university degree or equivalent in a relevant field such as nuclear chemistry, physics, or law enforcement. An advanced degree in these areas is advantageous and may enhance the candidate's suitability for the role.

Experience:
The ideal candidate should have a minimum of five years of relevant professional experience in the field of nuclear security. This experience should focus on developing response capabilities, plans, and procedures, as well as involvement in national and international response planning and field operations. Proven experience in developing guidance and training materials related to nuclear security events is also required.

Languages:
Fluency in English, both oral and written, is mandatory for this position. Knowledge of other official IAEA languages, including Arabic, Chinese, French, Russian, and Spanish, is considered an asset and may enhance communication with diverse stakeholders.

Additional Notes:
The consultancy offers a daily fee of up to a maximum of €250, which is determined based on the candidate's qualifications and experience. If travel is required as part of the assignment, a daily subsistence allowance (DSA) and travel costs will be covered. It is important to note that health coverage and pension fund responsibilities lie with the incumbent. The position may involve international collaboration and requires a commitment to the IAEA's mission of promoting nuclear safety and security.
