Job Overview:
The Associate HR Digital Innovation Officer position is a seconded role within the OSCE Secretariat, specifically located in the HR Analytics, Systems and Payroll Unit of the Department of Human Resources (DHR). This position is pivotal in driving digital transformation within the HR function by modernizing service delivery, optimizing workflows, and ensuring effective change management. The incumbent will act as a bridge between internal clients and technical teams, translating business needs into actionable technical specifications. The role requires a proactive approach to identifying opportunities for process automation and enhancing user experience across the organization. The Associate HR Digital Innovation Officer will also be responsible for safeguarding data governance and ensuring that all HR systems align with the broader technology roadmap of the OSCE.

Duties and Responsibilities:
The duties of the Associate HR Digital Innovation Officer include synthesizing client requirements by acting as the primary focal point for internal clients and external executive structures. The incumbent will map, analyze, and synthesize operational demands regarding HR workflows, data structures, and system changes. They will convert non-technical client business needs into structured Business Requirement Documents (BRDs) and functional specifications for the technical HR Systems team. The role involves analyzing cross-functional HR workflows to eliminate redundancies and proposing digital automation or self-service solutions. Additionally, the officer will design and execute comprehensive change management plans, user guides, and tailored training modules to facilitate the adoption of new systems. They will coordinate User Acceptance Testing (UAT) scenarios with clients and provide post-launch support to minimize operational disruption. The officer will also partner with clients to establish data governance standards and ensure that new system inputs yield clean, structured data. Furthermore, they will serve as a functional liaison in cross-departmental project working groups and ensure that all proposed system modifications align with the unit’s broader technology roadmap.

Required Qualifications:
Candidates must possess a first-level university degree in Human Resources, Business/Public Administration, technology with specialization in data science, computer science, applied mathematics, statistics, finance, economics, psychology, management information systems, or a related field. A minimum of four years of professional-level experience in human resources, HR systems, business analysis, digital transformation, or a related field is required. Candidates should have a demonstrated track record of leading change management initiatives, including designing user acceptance testing (UAT), authoring user guides, and delivering training to diverse stakeholder groups. Proven experience in mapping business processes and translating them into technical specifications for IT projects is essential. Experience working within an international organization or public sector institution is highly desirable, along with knowledge of HR IT systems and HR processes.

Educational Background:
The educational background required for this position includes a first-level university degree in relevant fields such as Human Resources, Business/Public Administration, or technology with specialization in data science, computer science, applied mathematics, statistics, finance, economics, psychology, or management information systems. A second-level degree may reduce the required professional experience by two years, allowing candidates with advanced degrees to qualify with a minimum of two years of relevant experience.

Experience:
Candidates should have a minimum of four years of professional experience in relevant fields, with at least two years of experience required if they hold a second-level degree. Experience in leading change management initiatives and working within an international organization or public sector institution is highly desirable. Familiarity with HR IT systems and processes is also beneficial.

Languages:
Excellent oral and written communication skills in English are mandatory. Knowledge of other languages from the OSCE region is considered an asset, enhancing the candidate's ability to communicate effectively in a diverse environment.
