Job Overview: The National Technical Officer for Serbia will play a crucial role in coordinating the delivery of project objectives and reporting requirements under the National Biodiversity Strategy and Action Plan (NBSAP) and the 7th National Report project in Serbia. This position involves providing technical advice and support for the implementation of project activities, ensuring that outcomes are achieved within specified cost and time limits. The officer will work closely with UNEP Programme Managers and various stakeholders to organize and coordinate project activities, including workshops, studies, and publications. The role requires a strong understanding of Serbia's environmental context and the ability to liaise effectively with national and local partners to ensure successful project delivery.
Duties and Responsibilities: The National Technical Officer will be responsible for a wide range of duties, including but not limited to: providing technical advice and support for project activities in Serbia; preparing detailed work plans; liaising with UNEP regional, national, and local partners; organizing and coordinating project activities; developing scopes of work and terms of reference for consultants; supervising consultants and subcontractors; coordinating field activities among beneficiaries and service providers; ensuring timely documentation and reporting of project outcomes; identifying synergies with other projects; maintaining cooperation with stakeholders; conducting regular monitoring and reporting on project implementation; preparing technical and financial reports; and supporting the preparation of evaluations and reviews as defined in the project document.
Required Qualifications: Candidates must possess a master’s degree in environmental sciences, engineering, management, international relations, economics, or related fields. Alternatively, a bachelor’s degree in these fields combined with two additional years of relevant work experience may be accepted. A minimum of two years of relevant professional experience at the national or international level in a similar position, preferably within the environmental context, is required. Candidates should demonstrate experience in project implementation, communication, coordination, and facilitation, as well as a good understanding of Serbia's environmental sector and current policies.
Educational Background: The educational background required for this position includes a master’s degree (advanced level degree) in environmental sciences, engineering, management, international relations, economics, or related studies. A first-level degree (bachelor’s degree or equivalent) in any of the aforementioned fields, along with two additional years of relevant work experience, may be accepted in lieu of an advanced degree.
Experience: The position requires a minimum of two years of relevant professional experience at the national and/or international level in a similar role, preferably within the environmental sector. Candidates should have experience in supporting the implementation of projects that involve extensive communication, coordination, and facilitation. Familiarity with Serbia's environmental context and policies is essential, and experience in partnership building at various levels is desirable.
Languages: Fluency in oral and written English and Serbian is required for this position, as these are the working languages of the United Nations Secretariat. Knowledge of an additional language from the region is considered an asset, enhancing the candidate's ability to communicate effectively with diverse stakeholders.
Additional Notes: The position is full-time and expected to last for 15 months. The consultant will report to the Head of UNEP Vienna Programme Office and the UNEP Associate Programme Management Officer.
