Job Overview:
The position of National Consultant involves providing consultancy services to the Ministry of Social Development in Jordan to develop a comprehensive framework for regulating and supervising shelter services provided by civil society organizations. The consultant will review existing legislative and operational frameworks, analyze current supervisory mechanisms, and identify challenges faced by the Ministry in regulating shelter services. The consultant will also define the roles and responsibilities of the Ministry and civil society organizations, establish licensing and accreditation requirements, and develop monitoring and accountability mechanisms. The ultimate goal is to strengthen the institutional, regulatory, and supervisory arrangements governing shelter services, ensuring quality and compliance with national and international standards.

Duties and Responsibilities:

• Conduct a desk review and document analysis of existing legislative, regulatory, institutional, and operational frameworks governing shelter services in Jordan.
• Analyze current supervisory mechanisms and institutional capacities of the Ministry of Social Development.
• Establish licensing and accreditation requirements for civil society organizations operating shelter services.
• Develop technical and administrative monitoring mechanisms to ensure compliance with established standards.
• Strengthen oversight, quality assurance, and performance monitoring systems for shelter service providers.
• Establish complaints, feedback, and accountability mechanisms to safeguard beneficiaries’ rights.
• Define roles, responsibilities, and accountability of the Ministry and civil society organizations.
• Develop procedures for managing non-compliance and implementing corrective actions.
• Create criteria for evaluating and selecting qualified organizations providing shelter services.

Required Qualifications:

• Master’s degree or equivalent in social science, public policy, social work, law, gender studies, human rights, international development, or a related field.
• A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
• At least 5 years of progressively responsible experience in social protection, protection services, gender-based violence, child protection, or shelter services.
• Demonstrated experience in developing or reviewing regulatory frameworks related to service delivery oversight.
• Proven experience conducting institutional assessments and formulating evidence-based recommendations.
• Experience working with government institutions and civil society organizations is required.

Educational Background:
Candidates must possess a Master’s degree or equivalent in relevant fields such as social science, public policy, social work, law, gender studies, human rights, or international development. A first-level university degree combined with additional qualifying experience may also be considered acceptable.

Experience:
Candidates should have at least 5 years of progressively responsible experience in areas such as social protection, protection services, gender-based violence, child protection, or shelter services. Experience working with government institutions and civil society organizations is essential, along with a demonstrated ability to develop or review regulatory frameworks and conduct institutional assessments.

Languages:
Fluency in Arabic and English is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.

Additional Notes:
This consultancy is home-based, with potential in-country meetings or field visits to stakeholders in Jordan as required. The consultant will report to the Programme Specialist for Women, Peace and Security and will be supported by the Programme Analyst. The position may involve a flexible contract duration, and candidates should be prepared for rigorous reference and background checks as part of the selection process.
