Job Overview:
The IT Adviser Consultant will play a pivotal role in supporting the Ethics Office in developing case management databases that are essential for managing ethics-related inquiries and issues. This position requires collaboration with subject matter experts from UNRWA’s Department of IT (DITID) to ensure that the technological solutions implemented meet the specific needs of the Ethics Office. The consultant will be expected to work part-time, dedicating one day per week over a three-month period to this project. The role involves quality assurance and user testing of a case management system, advising on IT user needs, and ensuring data security" style="border-bottom: 1px dotted #007bff !important;">security and privacy standards are upheld.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including: (a) Conducting quality assurance and user testing of a case management system designed by a third-party vendor using the Zoho ManageEngine platform, ensuring it meets the identified needs of the Ethics Office. (b) Providing expert advice to the Ethics Office and DITID regarding IT user needs, particularly concerning a case management system for managing Area Staff Declarations of Interest and other necessary IT software. (c) Supporting DITID in conducting market research on software applications suitable for the Ethics Office. (d) Advising on data security and privacy issues, ensuring compliance with best practices and considering the sensitivity of personal information within UNRWA’s operational context.

Required Qualifications:
Candidates must possess an advanced university degree (master's or equivalent) in IT, computer science, or a relevant discipline from an accredited institution. Alternatively, a bachelor's degree combined with two additional years of professional experience may be accepted in lieu of a master's degree. Furthermore, candidates should have at least seven years of relevant experience in IT, including advisory roles, software development, and quality assurance. Experience in testing and quality assurance of software developed by third-party vendors is essential, as is experience in a Microsoft environment (Azure, SQL, Active Directory). Candidates should also have experience in defining IT user needs, mapping business rules, and workflows.

Educational Background:
The educational background required for this position includes an advanced university degree in IT, computer science, or a related field. A bachelor's degree is acceptable if accompanied by additional professional experience. This educational foundation is crucial for understanding the complexities of IT systems and their application within the context of the Ethics Office.

Experience:
The position requires a minimum of seven years of relevant experience in the IT field, with a strong emphasis on advisory roles, software development, and quality assurance. Candidates should have a proven track record of working with third-party vendors to test and assure the quality of software applications. Additionally, experience in a Microsoft environment is necessary, along with a solid understanding of IT user needs and business workflows.

Languages:
Fluency in English is mandatory for this position, as it is one of the working languages of UNRWA. While knowledge of Arabic is considered an advantage, it is not a requirement for this role. The ability to communicate effectively in English is essential for collaboration and reporting within the organization.

Additional Notes:
This consultancy is open to both international and local candidates, with the consultancy level equivalent to P4 for international candidates and G17 for local candidates, depending on eligibility.
