Job Overview: The UNRWA Associate Evaluation Consultant will play a crucial role in supporting the Evaluation Division of the Department of Internal Oversight Services (DIOS). This position is integral to the agency's evaluation function, which aims to enhance learning and accountability within UNRWA. The consultant will assist in evaluating the relevance, effectiveness, efficiency, impact, and sustainability of various institutional functions. This involves analyzing expected versus achieved outcomes, understanding result chains, and considering contextual factors that influence causality. The consultant will work closely with the Chief of the Evaluation Division to ensure that evaluation results are effectively integrated into decision-making processes, thereby improving operations and service delivery to Palestine refugees.
Duties and Responsibilities: The duties and responsibilities of the UNRWA Associate Evaluation Consultant include:
Assisting the Chief of the Evaluation Division in managing the divisional budget, including preparing budget estimates, monitoring expenditures, and drafting responses to budget-related requests.
Coordinating with the Human Resources Office on various administrative tasks, such as recruitment, performance appraisals, and onboarding processes.
Engaging in procurement operations, verifying service contracts, and maintaining vendor relationships.
Organizing meetings and workshops to discuss evaluation results and promote an evaluation culture within UNRWA.
Facilitating data collection missions for evaluations, including logistics management and participation in interviews and focus group discussions.
Performing additional duties as assigned by the Chief of the Evaluation Division.
Required Qualifications: The position requires a Diploma in business administration, finance, human resources, or a related field. Candidates must have a minimum of 5 years of relevant experience, particularly in roles that involve budget management and human resources administration. Familiarity with SAP software is essential. Desirable qualifications include knowledge of UNRWA's programs and an understanding of the Palestinian refugee context, which would enhance the candidate's effectiveness in this role.
Educational Background: Candidates must possess at least a Diploma in business administration, finance, human resources, or a related field. This educational background is critical for understanding the financial and administrative aspects of the role, as well as for engaging effectively with various stakeholders within the agency.
Experience: The position requires a minimum of 5 years of relevant experience in areas such as budget planning, financial control, human resources administration, and procurement operations.
