Job Overview:
The Protection Analyst (Monitoring and Analysis) position at UNRWA involves contributing to the development and continuous improvement of protection monitoring methodologies and analytical frameworks. The incumbent will support the integration of both quantitative and qualitative methodologies into protection monitoring and analysis, ensuring compliance with protection principles. This role requires collaboration with field offices to provide technical guidance on protection monitoring, analysis, and reporting, while also coordinating with various teams to integrate protection monitoring requirements into information management systems. The analyst will assist in the production of thematic analytical products and support advocacy efforts by developing reports and briefing materials. The position also entails monitoring protection trends and legislative developments affecting Palestine refugees, with a focus on identifying priority protection concerns to inform strategic planning and decision-making.

Duties and Responsibilities:
The duties and responsibilities of the Protection Analyst include:

• Developing, testing, and improving Agency-wide protection monitoring methodologies and analytical frameworks.
• Supporting the integration of diverse data collection methods, including qualitative and quantitative approaches, into protection monitoring.
• Providing technical guidance to field offices on protection monitoring and reporting, ensuring adherence to Agency standards.
• Assisting in the coordination of cross-field protection trend analysis and thematic assessments.
• Producing thematic analytical products, vulnerability profiles, and risk assessments related to key protection areas.
• Supporting field and headquarters protection reporting and advocacy efforts.
• Participating in the monitoring of protection trends and contextual dynamics affecting Palestine refugees.
• Contributing to regional or field-level research projects to enhance UNRWA's knowledge on protection themes.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in fields such as international relations, human rights, law" style="border-bottom: 1px dotted #007bff !important;">international law, humanitarian affairs, public policy, social sciences, or information management. Additionally, candidates should have at least five years of progressively responsible experience in protection monitoring and analysis, humanitarian research, or related fields. Demonstrated experience in managing and analyzing protection data, developing analytical methodologies, and producing analytical reports is essential. Candidates must also have at least two continuous years of relevant international experience outside UNRWA and their country of citizenship, unless they are already serving as an international staff member in the UN Common System.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s or equivalent) from an accredited institution in relevant fields such as international relations, human rights, international law, humanitarian affairs, public policy, social sciences, or information management. A first-level university degree combined with additional qualifying experience may be accepted in lieu of an advanced degree.

Experience:
The position requires a minimum of five years of progressively responsible and relevant experience in protection monitoring and analysis, humanitarian research, or related fields. Candidates should have a proven track record in managing and analyzing both quantitative and qualitative protection data, as well as experience in developing analytical methodologies and producing evidence-based advocacy products. Additionally, candidates must have at least two continuous years of relevant international experience outside UNRWA and their country of citizenship, unless they are already serving as an international staff member in the UN Common System.

Languages:
For this position, proficiency in English is required, with a minimum level of III in reading, writing, listening, and speaking according to the UN Language Framework. Knowledge of Arabic is desirable, with a minimum level of I in all language skills. Familiarity with French is also beneficial, as it is one of the working languages of the United Nations Secretariat.

Additional Notes:
This position is a temporary appointment for a duration of 8 months. The incumbent may be required to travel frequently within and occasionally outside the Agency’s area of operations in the Middle East.
