Job Overview:
The Coordinator CBRNE/CMX position is situated within the Executive Directorate Investigation Support/Counter Terrorism, reporting to the CBRNE & VT Assistant Director. The incumbent will manage the daily operations of the Chemical and Explosives Terrorism Prevention (CMX) Unit, leading a team of specialized officers and ensuring compliance with policies while delivering high-quality outputs. This role involves strategic planning, team leadership, technical expertise, stakeholder engagement, and innovation in addressing chemical and explosive threats. The Coordinator will be responsible for implementing operational plans, identifying gaps, and representing the CMX Unit in high-level discussions, thereby contributing to INTERPOL's overarching strategic objectives.

Duties and Responsibilities:
  • Strategic Planning and Leadership: Lead the development and implementation of the CMX Unit’s operational and strategic plans in alignment with INTERPOL’s Strategic Plan and CBRNE and VT’s Framework. Identify operational gaps and recommend improvements to maximize impact. Represent the CMX Unit in strategic discussions and contribute to INTERPOL-wide frameworks on CBRNE threats.
  • Team Leadership and Human Resources Management: Supervise and monitor a multidisciplinary team, ensuring alignment with INTERPOL’s mission and values.
  • Technical Expertise and Advice: Serve as the lead subject-matter expert on chemical and explosive threats, maintaining knowledge of global trends and law enforcement responses. Ensure quality control over analytical reports and lead the development of training programs related to chemical and explosive threats.
  • Stakeholder Engagement and International Coordination: Act as the primary contact for INTERPOL Member Countries and external partners, building a global network of experts. Collaborate with other CBRNE units and INTERPOL Directorates to ensure synergy.
  • Innovation and New Initiative Development: Identify opportunities for new projects and partnerships aligned with strategic priorities.
  • Additional Responsibilities: Perform any other duties as assigned by the hierarchy.

Required Qualifications:
Candidates must provide official proof of employment for all professional experience. Discrepancies between application documents and proof of employment may lead to disqualification. Candidates should have a minimum of three to four years of education at a university or specialized higher education establishment in a relevant field. They must demonstrate professional experience and training in law enforcement, with a minimum of 5 years of CBRNE law enforcement experience, preferably including specialized training in the Chemical and Explosive field. Proven experience as a Senior Manager with strong leadership qualities is essential, along with the ability to inspire and empower staff. Specialized training in law enforcement operations or related disciplines is highly desirable, and international work experience is considered a significant asset.

Educational Background:
Candidates are required to have completed three to four years of education at a university or specialized higher education establishment in a relevant field. This educational background is crucial for understanding the complexities of the role and the operational environment in which INTERPOL operates.

Experience:
The position requires a minimum of 5 years of professional experience in CBRNE law enforcement, including specialized training in the Chemical and Explosive field. Candidates should have a proven track record as a Senior Manager, demonstrating strong leadership qualities, strategic thinking, and the ability to manage and motivate teams effectively. Experience in designing and delivering training programs is advantageous, as is prior engagement with external donors and international organizations.

Languages:
Professional proficiency in both written and spoken English is mandatory. Proficiency in a second official working language of the Organization, such as Arabic, French, or Spanish, would be considered an additional asset, enhancing the candidate's ability to communicate effectively in a multicultural environment.

Additional Notes:
The position is a project fixed-term contract lasting 12 months, with a basic level of security screening required. Candidates should be aware that the position is financed by a third-party donor, and while there is a commitment from the donor, the appointment may be terminated if funding is no longer available. There is no expectation of renewal, and any potential extension will depend on satisfactory performance and availability of funds. Selected candidates will be expected to report for duty approximately two to three months after receiving an offer of employment. Additionally, candidates should note that INTERPOL's Staff Manual Regulation 11.4 imposes an age limit for retention in service, which may affect the employment period for candidates reaching the age of 65 during the appointment.
