Job Overview:
The Senior Program Manager position at the World Bank Group is pivotal in overseeing the engineering operations of a vast commercial office portfolio, encompassing 5 million square feet. This role involves strategic oversight and daily management of building engineering and HVAC systems, ensuring optimal performance and compliance with health and safety standards. The Senior Program Manager will lead a team of licensed building engineers, providing direction and support to maintain high standards of reliability, energy performance, and occupant comfort. Duties and Responsibilities:
The Senior Program Manager will be responsible for a comprehensive set of duties, including:
  • People Management: Leading the Engineering Operations Unit, mentoring staff, conducting performance reviews, and fostering a culture of safety and accountability.
  • Building Engineering and Operations: Overseeing all aspects of building engineering and operations, ensuring uninterrupted functionality of HVAC systems, and refining operational processes for continuous improvement.
  • Budget Management: Identifying capital investment needs, managing the engineering operations budget, and ensuring financial accountability throughout the project lifecycle.
  • Contract Management: Overseeing engineering services contracts, developing procurement strategies, and managing relationships with service providers.
  • Stakeholder Engagement: Building strong relationships with internal units and clients, ensuring effective communication and collaboration to meet engineering service delivery requirements.

Required Qualifications:
Candidates must possess a Master’s Degree in a relevant field such as Architecture, Construction Management, Facilities Management, or Engineering, along with a minimum of 8 years of combined experience in building engineering, facilities management, or HVAC operations. A proven track record in managing large engineering operations budgets and multi-building portfolios is essential. Strong communication skills, both written and oral, are required, as well as extensive hands-on experience with large-scale HVAC systems and the ability to engage in strategic thinking and problem-solving.

Educational Background:
A Master’s Degree in a relevant field is required, with a focus on areas such as Architecture, Construction Management, Facilities Management, or Engineering. This educational background should be complemented by practical experience in the field, ensuring that candidates are well-equipped to handle the complexities of the role.

Experience:
The position requires a minimum of 8 years of relevant experience in building engineering, facilities management, or HVAC operations. Candidates should have demonstrated experience managing large, multi-building engineering portfolios, ideally exceeding 3 million square feet. A history of developing and executing capital plans and managing substantial engineering operations budgets is also necessary.
