Job Overview: The Human Resources Officer at the P-3 level is responsible for a wide range of human resources management functions within the United Nations Support Office in Haiti. This role involves providing expert advice on the application of the Organization’s staff rules, regulations, and internal procedures. The officer will oversee human resources planning and management, review staffing aspects of the budget, manage conditions of service, and administer entitlements and benefits. The position requires leading recruitment and selection processes, supporting performance management and staff development, and handling matters related to the administration of justice. The incumbent will work closely with the Chief Human Resources Officer and other HR personnel to ensure compliance with UN policies and procedures while fostering a supportive work environment for all staff members.
Duties and Responsibilities: The Human Resources Officer will be responsible for monitoring vacant posts, contributing to recruitment strategies, reviewing job openings, conducting interviews, and managing the recruitment of national staff. The officer will advise on the development and implementation of policies related to entitlements and benefits, provide guidance to managers and staff on HR matters, and assist in the knowledge-building process regarding staff rules and regulations. Additionally, the officer will participate in mission planning, contribute to budget development, monitor staffing expenditures, and support the implementation of performance appraisal systems. The role also includes staff development initiatives, administration of justice, and facilitating dialogue between management and staff unions. The officer will be expected to conduct research, maintain HR information systems, and perform other duties as required.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education, or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced degree. Additionally, a HR Partner certificate is required. The role demands a strong understanding of human resources policies, practices, and procedures, as well as the ability to apply them effectively in an organizational setting. Candidates should demonstrate professionalism, teamwork, planning and organizing skills, and client orientation.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in relevant fields such as human resources management, business or public administration, social sciences, or education. A first-level university degree may be accepted if accompanied by qualifying experience. The HR Partner certificate is also a mandatory qualification for this role, indicating specialized training in human resources management.
Experience: A minimum of five years of progressively responsible experience in human resources management, administration, or a related area is required. Candidates should have experience managing large-scale recruitment processes, supporting performance appraisal systems, identifying skills gaps, and designing training interventions. Experience in resolving staff grievances and providing guidance on administration of justice matters is also essential. Additionally, candidates should have experience in handling the contracting and administration of individual contractors and affiliate personnel.
Languages: The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English is required, while knowledge of French is desirable. Candidates must demonstrate a minimum level of proficiency in both languages according to the UN Language Framework, particularly in reading, writing, listening, and speaking.
