Inbound Delivery Coordination Officer

The position is located within the United Nations Support Office in Haiti (UNSOH), which was established to provide support primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces. Job Overview:
The Inbound Delivery Coordination Officer will be responsible for coordinating inbound activities for freight into the mission, ensuring that all deliveries are executed according to the mission supply chain plan. This includes liaising with vendors, procurement, and the centralized warehouse to confirm delivery statuses and review shipment documents. The officer will also be tasked with tracking deliveries, updating stakeholders on shipment statuses, and resolving any issues that may arise during the delivery process. The role requires a strong understanding of logistics and movement control, as the officer will also coordinate transportation services for passengers and cargo, including dangerous goods. The incumbent will report to the Chief of Unit, Movement Control, P-4 or their designate, and will play a crucial role in ensuring the efficient and effective movement of goods and personnel within the mission.

Duties and Responsibilities:
The Inbound Delivery Coordination Officer will have a wide range of responsibilities, including coordinating inbound delivery activities, confirming delivery statuses with vendors, collecting and updating shipment information in the ERP system, tracking deliveries, and ensuring compliance with agreed terms and conditions. The officer will also plan deliveries, raise shopping carts, draft statements of work for freight forwarding services, and liaise with customs and transport authorities. Additionally, the officer will coordinate logistics support for inbound shipments with other sections within the mission and monitor the implementation of logistics agreements with local authorities. The role also involves drafting logistics reports and ensuring compliance with UN financial regulations and internal control systems.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. A certification in Dangerous Goods transportation in accordance with IATA, ICAO, or IMO regulations is required. The position requires a minimum of ten years of progressively responsible experience in movement control, multi-modal transportation, airline operations, or transport logistics management, with at least three years of supervisory experience in coordinating complex transport operations in an international environment. Candidates with a first-level university degree may have the minimum experience requirement reduced to five years. Experience in customs and commercial freight operations, as well as knowledge of IATA and IMO rules for dangerous goods transportation, is essential. Experience in quality management and international operations in a post-conflict environment is desirable.

Educational Background:
A high school diploma or equivalent is required for this position. Additionally, candidates must have certification in Dangerous Goods transportation according to the regulations set forth by IATA, ICAO, or IMO. This specialized training is crucial for ensuring compliance with international safety standards in the transportation of hazardous materials.

Experience:
The position requires a minimum of ten years of progressively responsible experience in relevant fields such as movement control, multi-modal transportation, airline operations, or transport logistics management. Candidates must have at least three years of supervisory experience directly related to the coordination of complex transport operations in an international context. For those with a first-level university degree, the required experience is reduced to five years. Furthermore, candidates should have at least three years of experience in customs and commercial freight operations, including inbound and outbound delivery.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French and Spanish are considered desirable languages, with a minimum proficiency level of UN Level I in these languages. Proficiency in multiple languages is beneficial for effective communication within the diverse environment of the United Nations.
