Job Overview:
The Information Management Officer (IMO) plays a critical role in ensuring effective coordination among health partners in North Darfur. This position is pivotal in enhancing the availability and utilization of timely, high-quality data and analysis to inform humanitarian health coordination and response efforts. The IMO will be seconded to the WHO-Sub national Health Cluster in North Darfur, collaborating closely with national and sub-national Health Cluster coordination teams, WHO, FMoH, OCHA, and various health partners. The role involves re-establishing data flows, strengthening partner reporting, maintaining core information products, supporting assessments and planning, and translating complex health information into actionable analysis for decision-making. Operating in a complex emergency environment, the IMO is expected to provide technical leadership across various information management tools and methodologies, working autonomously while ensuring strong coordination with Relief International.

Duties and Responsibilities:
The IMO will lead the Health Cluster information management function, ensuring the timely, reliable, and consistent collection, analysis, production, and dissemination of critical health-response information. Responsibilities include maintaining effective information flow from sub-national coordination hubs and health partners, identifying data gaps, resolving quality issues, and supporting consistent reporting across the response. The IMO will translate complex health, operational, and partner data into clear analysis, dashboards, maps, situation reports, and other information products that support evidence-based prioritization and decision-making. The role also involves collecting and analyzing response-specific information, compiling inter-country information from WHO and partners, reviewing and cleaning health facility data, conducting geographic analysis, and maintaining relevant information management platforms. Additionally, the IMO will conduct rapid needs assessments, support planning processes, collaborate with various stakeholders, provide technical guidance and training, and undertake field missions as needed.

Required Qualifications:
Candidates must possess a Master’s degree in information management systems, Information Technology, Public Health, Statistics, GIS, or a related field. A minimum of 6-8 years of progressively responsible experience in humanitarian information management is required, with at least 5 years of directly related experience in information management, monitoring, needs assessment, data management, project management, and information dissemination in public health or humanitarian emergency settings. Demonstrated experience in Health Cluster information management, including familiarity with tools such as 4Ws, HeRAMS, ActivityInfo, and GIS mapping is essential. Candidates should have advanced practical skills in Power BI, Excel, Kobo Toolbox, ArcGIS/GIS, and data visualization, along with strong analytical, coordination, facilitation, communication, and capacity-building skills.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as information management systems, Information Technology, Public Health, Statistics, GIS, or a related discipline. This advanced degree is crucial for understanding the complexities of information management in humanitarian contexts and for effectively leading data-driven initiatives.

Experience:
The position requires a significant level of experience, specifically a minimum of 6-8 years in humanitarian information management, with a strong emphasis on health or nutrition clusters. Candidates should have at least 5 years of direct experience in areas such as information management, monitoring, needs assessment, and data dissemination within public health or humanitarian emergency settings. Experience working with WHO, UN agencies, NGOs, and inter-agency coordination mechanisms in complex emergency environments is highly valued.

Languages:
Proficiency in both English and Arabic is mandatory for this role, as effective communication in these languages is essential for collaboration with diverse stakeholders and for the dissemination of information. Additional language skills may be considered an asset but are not required.
