Job Overview:
The Rehabilitation Technical Officer will play a crucial role in overseeing the implementation of physical and functional rehabilitation activities within HI's Sudan program. This position is vital as HI is currently scaling up its operations in Sudan, particularly in Khartoum and Al Jazirah state, where it is providing essential rehabilitation services in response to the ongoing humanitarian crisis. The officer will be responsible for ensuring that all rehabilitation activities adhere to HI's established protocols and national and international standards. This includes leading the resumption of physiotherapy services at the physical rehabilitation center in Khartoum, providing technical guidance to project leaders, and conducting assessments of the rehabilitation sector in Sudan. The officer will also be involved in capacity building for physiotherapists and healthcare workers, ensuring that they are equipped with the necessary skills and knowledge to deliver high-quality rehabilitation services. The role requires a proactive approach to adapting project documentation and methodologies to align with global standards, as well as contributing to the overall strategy for rehabilitation services in the region.

Duties and Responsibilities:
The Rehabilitation Technical Officer will have a comprehensive set of responsibilities, including:
  • Providing technical guidance and support to project leaders and specialists to ensure that physical and functional rehabilitation activities are implemented according to internal quality standards.
  • Leading the resumption of rehabilitation services at the physical rehabilitation center in Khartoum.
  • Conducting a thorough assessment of the rehabilitation sector, including needs analysis, service availability, workforce mapping, and barriers to access.
  • Developing context-specific clinical protocols and guidelines for rehabilitation services.
  • Ensuring effective communication and collaboration with global and field technical specialists.
  • Leading capacity-building initiatives for physiotherapists and healthcare workers, including training needs assessments and the development of training packages.
  • Representing HI's rehabilitation expertise in local, regional, and international networks.
  • Contributing to emergency preparedness and response efforts, adapting work modalities as necessary during crises.
  • Collecting and analyzing data for monitoring and evaluation purposes, ensuring that project activities are aligned with best practices and lessons learned.

Required Qualifications:
Candidates for the Rehabilitation Technical Officer position must possess a Bachelor’s degree in physiotherapy and have a minimum of 2 years of clinical experience in pediatric or physical rehabilitation care. A strong understanding of stimulation therapy approaches and protocols, as well as national and international nutrition rehabilitation guidelines, is essential. Experience working in a humanitarian organization, particularly in hospital and rehabilitation center settings, is highly desirable. Additionally, candidates should have training in childhood development stimulation and certification in training trainers. The ability to work effectively in a multidisciplinary team is crucial for success in this role.

Educational Background:
The educational requirement for this position is a Bachelor’s degree in physiotherapy. This foundational education is critical for understanding the principles and practices of rehabilitation, particularly in the context of humanitarian aid and support for vulnerable populations. Candidates should have a solid grounding in both theoretical knowledge and practical skills related to physiotherapy and rehabilitation services.

Experience:
The position requires a minimum of 2 years of clinical experience in pediatric or physical rehabilitation care. This experience should ideally include work in humanitarian settings, where the candidate has been involved in providing rehabilitation services to individuals with disabilities or those affected by conflict and disaster. Experience in training and capacity building within rehabilitation contexts is also highly valued, as the role involves mentoring and developing the skills of other healthcare professionals.

Languages:
Proficiency in English is mandatory for this position, as it is essential for communication and documentation within the organization and with international partners. Knowledge of Arabic is considered an asset, as it will facilitate better interaction with local communities and stakeholders in Sudan. The ability to communicate effectively in both languages will enhance the officer's capacity to deliver services and engage with diverse populations.

Additional Notes:
The position is offered as a 4-month international contract starting from December 1st, 2026, with the possibility of renewal based on performance and funding availability. The contract includes various benefits tailored to the context of the mission, such as social coverage, unemployment insurance for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The gross monthly salary starts at €2,345, depending on experience, along with a net monthly per diem of €706 and a hardship allowance of €50
  • Employees are entitled to 25 days of paid leave per year and a rest and recuperation (R&R) period of 5 days every 8 weeks, with potential transport support. Housing will be provided collectively by HI, and local packages will be available for residents.
