The UNOPS Africa Regional Office, established to oversee the delivery of over 250 projects across 40 countries, focuses on fragile and conflict-affected settings. Job Overview:
The Partnerships Specialist is tasked with developing and implementing partnership and programme development plans that align with UNOPS' strategic objectives. This role is crucial for building and maintaining effective relationships with governments, UN agencies, donors, and other stakeholders to mobilize resources and expand the office's portfolio. The Partnerships Specialist ensures that partnership initiatives are in line with UNOPS' global and regional priorities, contributing to sustainable results and supporting the office's strategic objectives. The position operates within a dynamic humanitarian and development environment, supporting critical infrastructure projects across multiple regions in Sudan, and is essential for enabling the office to achieve its contributions to the corporate and HAMCO strategic objectives.

Duties and Responsibilities:
  • Develop and implement a comprehensive partnership and programme development plan aligned with the UNOPS Strategic Plan and Regional Strategies, including analyzing the country context and identifying key partners.
  • Monitor and analyze humanitarian and development trends to identify collaboration areas aligned with UNOPS' mandate.
  • Research and track events to identify emerging trends for new partnerships.
  • Advise on the development of framework partnership agreements.
  • Manage and maintain partnership opportunities and engagement records in ERP.
  • Coordinate technical and financial inputs for new project proposals.
  • Draft agreements and contractual documents for new projects.
  • Establish and strengthen partnerships with various stakeholders to diversify project opportunities.
  • Participate in inter-agency and government coordination forums. 1
  • Implement standards and tools to enhance partnership and project development within the team.

Required Qualifications:
  • Bachelor’s degree (or equivalent) in any discipline with 7 years of relevant experience OR Master’s degree (or equivalent) in any discipline with 5 years of relevant experience.
  • Relevant experience in international development, including partnership and programme development, project development, and proposal writing.
  • Experience in establishing partnerships with UN agencies, international organizations, and governments is essential.
  • Experience in multicultural environments or UN system organizations is desired.
  • Experience in development or humanitarian contexts is preferred.

Educational Background:
A Bachelor’s degree or equivalent in any discipline is required, along with 7 years of relevant experience, or a Master’s degree or equivalent with 5 years of relevant experience. This educational background is essential to ensure the candidate has the necessary theoretical knowledge and practical skills to perform effectively in the role.

Experience:
The position requires relevant experience in international development, specifically in executing partnership and programme development plans, project development, and proposal writing. Candidates should have a proven track record of establishing partnerships with UN agencies, international development organizations, and governments. Experience in multicultural environments or within the UN system in a developing country is desired, as well as experience in development or humanitarian contexts and project management.

Languages:
Fluency in English is required, while basic proficiency in Arabic is desirable. This language requirement ensures effective communication with diverse stakeholders and enhances the ability to engage in partnership development and project management.
