Job Overview:
The WHO security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Field Security Officer position is crucial for ensuring the safety and security of WHO staff and assets in Sudan, particularly during emergencies and public health crises. The officer will support the Head of the WHO Office in maintaining compliance with the United Nations Security Management System (UNSMS) and WHO Security Management Policies. This role involves monitoring the security situation, conducting risk assessments, and implementing security measures to protect personnel and operations. The officer will also develop contingency plans, facilitate communication systems for staff tracking, and conduct training on security protocols. The position requires a proactive approach to security management, ensuring that all WHO staff are informed and prepared for potential threats.

Duties and Responsibilities:
  • Support the Head of WHO Office in maintaining safety and security of personnel, premises, and assets in compliance with UNSMS and WHO policies.
  • Monitor the security situation across Sudan and conduct security risk assessments for the Country Office and sub-offices.
  • Report emerging security threats to the Head of WHO Office and facilitate the implementation of mitigating measures.
  • Develop and implement contingency plans for the Country Office and sub-offices.
  • Ensure staff members are familiar with security guidelines and protocols.
  • Collaborate with data teams and field coordinators to track WHO staff and responders throughout the country.
  • Ensure deployed staff receive necessary communication devices upon arrival.
  • Conduct training for WHO staff on security issues, including communication and evacuation procedures.
  • Prepare periodic situation reports on security conditions and keep relevant parties informed. 1
  • Participate in identifying secure accommodations for staff and responders. 1
  • Ensure WHO's participation in the UN Security Cell and establish contacts with national security agencies. 1
  • Guide Local Security assistants as needed. 1
  • Perform any other duties as required by the functional supervisor.

Required Qualifications:
Essential qualifications include a first-level university degree in police science, business administration, political/social sciences, psychology, international relations, or a related field, with a focus on security management. Equivalent military or police academy training is also acceptable. Candidates must have at least five years of experience in security management at both national and international levels, with some experience in training staff on security issues. Desirable qualifications include experience in field missions with WHO, UN, or recognized humanitarian organizations, as well as security management experience in developing countries.

Educational Background:
Candidates must possess a first-level university degree in relevant fields such as police science, business administration, political/social sciences, psychology, or international relations. Training from a military or police academy focusing on security management is also acceptable. The educational qualifications must be from an accredited or recognized institution.

Experience:
The position requires a minimum of five years of experience in security management, with a focus on both national and international contexts. Candidates should have experience in training and guiding staff on security issues. Experience in field missions with WHO, UN, or recognized humanitarian organizations is desirable, as is security management experience in developing countries.

Languages:
Essential language skills include expert knowledge of English. Intermediate knowledge of Arabic is desirable, which would enhance communication and operational effectiveness in the region.

Additional Notes:
The position is full-time and may involve mobility to different duty stations as required by WHO operations. The remuneration package includes an annual base salary starting at USD 71,335, with additional post adjustments based on the cost of living. Benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children. Candidates should be aware that WHO has a zero-tolerance policy towards sexual exploitation and abuse, and all staff are expected to adhere to the highest ethical standards.
