Job Overview:
The Deputy Division Chief position in the Revenue Administration Division 2 (R2) of the Fiscal Affairs Department (FAD) at the IMF is a critical role that involves providing policy and technical advice on public finance to member countries. The successful candidate will be responsible for overseeing the development and implementation of strategies aimed at reforming and modernizing revenue administration systems, which include tax and customs administration as well as the collection of social security" style="border-bottom: 1px dotted #007bff !important;">security contributions. This position requires a strong operational focus, as the Deputy will manage a multicultural team and coordinate with various stakeholders, including the World Bank and other technical assistance providers. The Deputy will also play a key role in leading complex diagnostic and advisory missions in revenue administration, ensuring that the division's capacity development (CD) initiatives are effectively delivered to countries in Africa and the Western Hemisphere. The candidate is expected to leverage their extensive knowledge of modern revenue administration practices to support member countries in navigating current challenges and enhancing their revenue systems.

Duties and Responsibilities:
The Deputy Division Chief will have a wide range of responsibilities, including but not limited to:

• Supporting the Division Chief in planning and implementing the division’s capacity development work and analytical program.
• Managing and supervising a diverse group of staff, including Technical Assistance Advisors and CD experts stationed in various countries.
• Contributing to the recruitment and management of both long-term and short-term experts in revenue administration.
• Leading complex technical assistance diagnostic and advisory missions in revenue administration.
• Liaising with the World Bank and other agencies to support revenue administration reforms in the division’s countries.
• Providing operational guidance to project managers and staff on revenue administration matters.
• Collaborating with counterparts in related divisions to develop cross-regional approaches to tax reform.
• Contributing to the implementation of corporate strategies and initiatives within the division.
• Taking responsibility for day-to-day management of the division in the absence of the Division Chief. 1
• Ensuring the quality and effectiveness of capacity development activities delivered by the division.

Required Qualifications:
Candidates must possess an advanced university degree in Economics, Finance, or a related field, or an equivalent qualification. Additionally, a minimum of fifteen (15) years of relevant professional experience is required, which should include supervisory or managerial experience. The successful candidate should demonstrate strong leadership attributes, analytical abilities, and effective oral and written communication skills. They must also have extensive experience in tax or customs administration at both technical and senior/executive levels, along with a sound understanding of IMF procedures, policies, and goals. Knowledge of regional and international organizations involved in revenue administration reform is essential, as is hands-on experience in supervising and coordinating complex revenue administration projects.

Educational Background:
An advanced university degree in Economics, Finance, or a related field is mandatory for this position. This educational background should be complemented by relevant professional experience that aligns with the responsibilities of the Deputy Division Chief role.

Experience:
The position requires a minimum of fifteen (15) years of relevant professional experience, which should include significant supervisory or managerial responsibilities. Candidates should have a proven track record of working in tax or customs administration, with experience at both technical and senior/executive levels. This experience should encompass the design and implementation of complex revenue administration reform projects, as well as operational experience in managing such initiatives.

Languages:
