Job Overview:
The E T Consultant position within the World Bank's Prosperity Vertical is designed to provide technical support in the areas of spatial analysis and climate resilience, with a strong emphasis on distributional impacts. The consultant will be embedded in the Distributional Impact of Policies (DIP) unit, contributing to the integration of geospatial data and climate information into analytical workflows. The role involves hands-on technical assistance to country teams, supporting the geocoding of household surveys, constructing poverty maps, and enhancing analytical tools such as the Welfare Impacts of Weather Shiny App (WISE-APP). The consultant will also be responsible for maintaining high standards of code quality and documentation, contributing to multi-country analytical work, and preparing reports and presentations for various audiences. This position offers an opportunity to engage with complex data and contribute to impactful projects that address poverty and welfare issues in the context of climate change.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including:
  • Providing technical assistance to country teams in implementing distributional analysis and conducting poverty and welfare impact assessments linked to climate, spatial, and policy dimensions.
  • Supporting the geocoding of household surveys using the H3 spatial indexing system and assisting in the construction of poverty maps that integrate spatial variables.
  • Contributing to the ongoing maintenance and improvement of the WISE-APP, enhancing both the user interface and the analytical engine.
  • Developing and maintaining other relevant tools and dashboards for the spatial analysis and climate resilience teams.
  • Ensuring code quality, documentation, and version control across all tool development activities.
  • Contributing to multi-country analytical work on spatial analysis and the distributional impacts of policies.
  • Preparing reports, briefs, and presentations that summarize analytical findings for internal and external stakeholders.
  • Assisting with data management, quality assurance, and the production of publication-ready outputs, including tables, figures, and maps.
  • Developing training materials and delivering training sessions or webinars on tools, dashboards, analytical methods, and geospatial skills to build capacity across teams.

Required Qualifications:
Candidates must possess a Master's degree in economics, data science, statistics, geography, or a related field, with a PhD preferred. A minimum of 5 years of relevant professional experience is required, demonstrating a strong track record of applying economic data and analytical tools to produce high-quality results independently. Candidates should have strong programming skills in R and/or Python, including experience with data manipulation, statistical analysis, and visualization. Familiarity with geo-spatial analysis and welfare analytics is essential, along with excellent written and oral communication skills in English. Experience in building or contributing to interactive web applications is an advantage, as is strong data management skills and familiarity with version control systems.

Educational Background:
The position requires a Master's degree in a relevant field such as economics, data science, statistics, geography, or a related discipline. A PhD is preferred, indicating a higher level of expertise and research capability in the relevant areas.

Experience:
Candidates should have at least 5 years of relevant professional experience, demonstrating their ability to apply economic data and analytical tools effectively. This experience should include a proven track record of producing high-quality results independently, showcasing the candidate's capability to handle complex analytical tasks and contribute to significant projects.

Languages:
The mandatory language for this position is English, with excellent written and oral communication skills required. While no additional languages are specified as preferred, proficiency in other languages may be beneficial in a multicultural work environment.
