Job Overview: The Deputy Chief Executive Officer (DCEO) of the Global Partnership for Education (GPE) plays a pivotal role in leading, managing, and representing GPE. This position is crucial as it sits at the intersection of strategy and execution, translating the Board's direction and the CEO's vision into a cohesive operational framework across a complex partnership model. The DCEO is responsible for ensuring that countries, grant agents, and partners operate in a coordinated manner, effectively turning strategic objectives into measurable results. The DCEO directly supervises all managers, including the COO, CFO, and CTO, overseeing the full spectrum of GPE operations. Additionally, the DCEO manages the Executive Office and the Governance Team that supports the Board of Directors, representing GPE in various international forums and managing high-level relationships. This role is essential for ensuring organizational coherence and effectiveness in achieving GPE's mission to transform education systems globally.
Duties and Responsibilities: The DCEO's duties and responsibilities include providing strategic and policy direction in collaboration with the CEO, advising on strategic, policy, and operational matters before the Board of Directors and the Executive Committee, and ensuring alignment of programs and organizational units with GPE's strategic objectives. The DCEO represents GPE in international forums, engages with senior government officials, and leads efforts to raise critical resources for the GPE Fund. Furthermore, the DCEO oversees Secretariat operations, ensuring internal alignment and efficient processes, manages corporate governance, and ensures the grant portfolio is on track. The DCEO is also responsible for orchestrating the GPE operating model, overseeing results and performance management, and managing risks associated with GPE's operations.
Required Qualifications: Candidates for the DCEO position should demonstrate superior leadership and management qualities, technical professional excellence, and strong client relation skills. They must possess the ability to manage risks effectively and have strong interpersonal skills to interact with clients, teams, and international partners. The successful candidate should have a proven track record of leading organizations or teams to achieve results, ensuring clarity in group efforts, and adapting to changing circumstances. They should also have the confidence to make bold decisions quickly and take ownership of both successes and failures.
Educational Background: A Master's degree is required for this position, along with at least 12 years of experience in increasingly responsible management roles. The educational background should reflect a strong foundation in leadership and management principles, ideally within an international context.
Experience: Candidates should have previous managerial experience, with multi-year leadership experience in a globally funded operational entity. They should be comfortable navigating complex relationships with multiple donors, partners, and international trust funds, and be adept at recognizing and interpreting cultural nuances in diverse settings.
Languages: The mandatory language for this position is English. Proficiency in additional languages is preferred but not required, as the role involves extensive interaction with international stakeholders.
