Job Overview: The Deputy Supply Coordinator plays a crucial role in supporting the Logistics Coordinator by overseeing the mission's procurement and supply activities. This position involves capitalizing on all information related to procurement and supply processes, supervising the training of supply staff, and stepping in for the Supply Coordinator during their absence. The Deputy Supply Coordinator is expected to ensure that all procurement processes are compliant with donor regulations and to maintain effective supplier relationships. The role requires a proactive approach to managing supply chain logistics, including order handling, supplier negotiations, and customs clearance procedures. The Deputy Supply Coordinator will also be involved in market assessments and the validation of procurement tables and schedules, ensuring that the mission's supply needs are met efficiently and effectively.
Duties and Responsibilities: The Deputy Supply Coordinator is responsible for supervising order handling and the implementation of procurement processes. Key duties include participating in the analysis of the purchasing environment, controlling compliance with SI purchasing procedures, drawing up call-for-tender documents, selecting suppliers, negotiating prices and delivery modes, and monitoring supplier relationships. The role also involves reviewing customs procedures, verifying purchase files, linking with the Finance Department for supplier payments, and supporting the Logistics Coordinator in establishing new framework agreements. Additionally, the Deputy Supply Coordinator will conduct market assessments, oversee the delivery of purchases, and ensure proper customs clearance of imported materials. Human resource management responsibilities include appraising personnel, organizing training workshops, and supporting supply supervisors and officers in achieving their objectives. Reporting duties involve updating validation files, compiling supplier information, participating in base meetings, and ensuring proper archiving of supply documents.
Required Qualifications: Candidates must possess a Bachelor's degree in a field related to supply and/or logistics. A minimum of 5 years of experience in the humanitarian sector is required, with at least 3 to 4 years in a similar managerial position. Technical skills in supply chain management, customs clearance procedures, and familiarity with link software are essential. Strong communication, time management, and team management skills are also necessary, along with the ability to work autonomously and under pressure.
Educational Background: The educational requirement for this position is a Bachelor's degree in a relevant field, such as supply chain management, logistics, or a related discipline. Additional Notes: This position is offered as a short-term contract with a duration of 6 months, subject to extension.
