Job Overview:
The ICT Associate position is integral to the effective management and support of information and communication technology (ICT) services within UNOPS operations in Uzbekistan. This role is designed for individuals who are passionate about leveraging technology to enhance operational efficiency and service delivery. The ICT Associate will be responsible for ensuring that ICT services are delivered securely, effectively, and in a client-focused manner, in alignment with UNOPS policies and frameworks. The incumbent will work closely with project management support teams and ICT colleagues at headquarters to implement ICT strategies, manage infrastructure, and oversee systems administration. This position requires a proactive approach to problem-solving and a commitment to continuous improvement in service quality and user satisfaction. The ICT Associate will also play a key role in knowledge sharing and capacity building within the organization, contributing to the overall success of UNOPS projects in the region.

Duties and Responsibilities:
The ICT Associate will undertake a variety of duties and responsibilities, including but not limited to:
  • Ensuring efficient and effective ICT client services, management, and administration, focusing on the implementation of ICT strategies compliant with UNOPS regulations.
  • Providing fast, friendly, and effective user support to all staff and stakeholders.
  • Advising on information technology and systems planning exercises and representing the Business Unit in those discussions.
  • Participating in the development of ICT standards and strategies for the Business Unit.
  • Maintaining an inventory of all computer and audio/video communication equipment and software, ensuring compliance with asset management policies.
  • Interacting with HQ and ICT personnel from other UN agencies to share information and expertise.
  • Overseeing the installation, operation, and maintenance of UNOPS hardware and software, ensuring timely updates and patches.
  • Supervising information and communication services for the Business Unit and managed projects.
  • Providing consulting services and facilitating the selection and deployment of software to projects. 1
  • Liaising with UNOPS HQ and other relevant units to determine hardware and software requirements. 1
  • Ensuring stable network and internet connectivity, monitoring bandwidth availability, and maintaining valid hardware maintenance agreements. 1
  • Facilitating team management through effective work planning, performance management, and coaching. 1
  • Contributing to knowledge networks and communities of practice by synthesizing lessons learned and disseminating best practices. 1
  • Organizing and delivering training for operations and project staff in ICT services.

Required Qualifications:
Candidates must possess a secondary school diploma (or equivalent) with at least 6 years of relevant experience, or a bachelor’s degree (or equivalent) in information sciences, computer sciences, or engineering with a minimum of 2 years of relevant experience. Additionally, relevant globally recognized ICT professional certificates are desired. The ideal candidate should demonstrate a strong understanding of ICT management principles and practices, as well as the ability to work effectively in a multicultural environment. Strong interpersonal skills and the ability to communicate effectively with diverse stakeholders are essential for success in this role.

Educational Background:
The educational background required for this position includes a secondary school diploma or equivalent, with a preference for candidates holding a bachelor’s degree in information sciences, computer sciences, or engineering. Candidates with relevant professional certifications in ICT will be viewed favorably. The educational qualifications should reflect a solid foundation in technical knowledge and skills applicable to the ICT field, enabling the candidate to effectively support UNOPS operations and projects.

Experience:
The position requires relevant experience in information technology, particularly in the use of office software packages (such as MS Office 2010 or newer), Active Directory management, Windows servers, and network infrastructure. Candidates with experience working in multicultural environments or within UN system organizations in developing countries will be preferred. Experience in development or humanitarian contexts is also desirable, as it aligns with the mission and objectives of UNOPS.

Languages:
Fluency in English is required, along with fluency in either Uzbek or Russian. Proficiency in all three languages (English, Russian, and Uzbek) is considered a strong asset, as it enhances communication and collaboration within the diverse teams and stakeholders involved in UNOPS projects.

Additional Notes:
This position is classified at the Associate level (ICS 06) and is offered under an Individual Contractor Agreement (ICA) with a regular contract type. The contract duration is open-ended, subject to organizational requirements, availability of funds, and satisfactory performance. The position is only open to nationals of Uzbekistan or individuals residing in Uzbekistan with a valid work permit.
