Job Overview: The Contract and Supply ChainManagement Associate position is crucial for supporting healthcare infrastructure and service delivery initiatives in Uzbekistan. This role involves managing procurement, contract administration, and logistics to ensure the timely and efficient delivery of medical equipment and supplies. The associate will navigate complex regulations related to customs clearance and supply chain integrity, contributing directly to the successful implementation of projects aimed at improving healthcare quality for the citizens of Uzbekistan. Duties and Responsibilities:
Procurement Services: The associate will provide specialized transactional and strategic procurement support services, ensuring consistency and quality in work steps. Responsibilities include registering vendors, creating contracts and purchase orders, drafting Letters of Intent, and generating reports. The associate will also respond to queries from project personnel and clients regarding procurement matters and undertake routine follow-ups on procurement activities.
Contract Administration and Logistics Services: Under supervision, the associate will maintain monitoring tools for contract management and logistics, support shipment monitoring, and coordinate with suppliers and government offices for customs clearance. Responsibilities include ensuring the correctness of shipping documents, processing entry and exit clearances, and managing the storage and transportation of goods. The associate will also handle invoices and documentation from suppliers and ensure timely follow-up actions.
Knowledge Building and Sharing: The associate will collect feedback and internal knowledge about processes and best practices, supporting the organization and delivery of training initiatives for personnel on supply chain management.
Required Qualifications: The position requires a high school diploma or equivalent as a minimum. A first university degree (Bachelor’s Degree or equivalent) in Business Administration, Public Administration, Logistics, or related fields is desired. Additionally, relevant certification in procurement and supply chain management (such as CIPS) is preferred. Candidates should demonstrate proficiency in computers and office software packages, as well as experience in handling web-based management systems. Experience working with the Uzbekistan Customs Authority and in the UN system organizations is also desirable.
Educational Background: Candidates must possess at least a high school diploma or equivalent. A Bachelor’s Degree in Business Administration, Public Administration, Logistics, or equivalent disciplines is preferred. Relevant certifications in procurement and supply chain management are also advantageous, as they demonstrate a commitment to professional development in this field.
Experience: The position requires a minimum of five years of relevant experience in procurement and logistic support services within national or international public or corporate organizations, based on secondary education. Alternatively, candidates with a Bachelor’s degree (or equivalent) are required to have at least one year of relevant experience. Proficiency in computers and office software packages is essential, along with experience in managing web-based systems. Experience working with the Uzbekistan Customs Authority and in a Customs Broker Company is desirable, as is experience within UN system organizations.
Languages: Fluency in English is mandatory for this position, while fluency in Uzbek and Russian is desirable. Proficiency in these languages will facilitate effective communication with various stakeholders, including suppliers, government offices, and project personnel, enhancing the overall efficiency of procurement and logistics processes.
Additional Notes: The position is classified as an Associate level role (ICS 06) and is a full-time contract under the ICA - LICA - Support - Regular type. The contract duration is until December 31, 2026, with the possibility of extension subject to the continuation of the SES project.
