Job Overview:
The consultancy aims to establish a comprehensive evidence base on the protection and reintegration needs of trafficking survivors in Uzbekistan. The project, funded by Sida and implemented by IOM in cooperation with national partners, focuses on strengthening the national response to trafficking in persons, particularly in identifying, protecting, and sustainably reintegrating trafficking survivors. The consultant will conduct a national assessment that includes evaluating the needs of trafficking survivors, mapping existing protection and reintegration services, and analyzing service gaps and barriers to access. The findings will inform IOM and national partners in identifying priority areas for improving protection and reintegration services. The consultant will work under the supervision of the National Project Officer (Protection) and overall coordination of the Chief of Mission (CoM).

Duties and Responsibilities:

• Review national and international protection and reintegration frameworks related to trafficking in persons in Uzbekistan, including legislation, policies, and referral arrangements.
• Assess the protection and reintegration needs of trafficking survivors, considering various forms of exploitation and individual vulnerabilities.
• Map existing protection and reintegration services relevant to the identified needs, detailing service types, providers, target groups, and geographic coverage.
• Evaluate the accessibility and adequacy of these services, identifying barriers such as eligibility restrictions, geographic limitations, and other practical constraints.
• Identify significant gaps and limitations in service provision and referral pathways.
• Analyze and structure identified needs and gaps to support prioritization by IOM and national partners.
• Develop practical recommendations for strengthening the protection and reintegration system, distinguishing between areas needing improvement and those requiring new responses.

Required Qualifications:
Candidates must possess an advanced university degree in migration, social sciences, law, human rights, social protection, public policy, international development, or a related field. They should have at least five years of progressively responsible professional experience in research, assessment, program analysis, or policy work related to trafficking in persons, migrant protection, social protection, or human rights. Demonstrated experience in conducting needs assessments, service mapping, and gap analysis involving vulnerable populations is essential. Candidates should also have a good knowledge of trafficking in persons, survivor protection, and reintegration, including survivor-centered, rights-based, gender-responsive, and child-sensitive approaches. Experience in qualitative and quantitative research methods, stakeholder consultations, and working with vulnerable populations is highly desirable.

Educational Background:
An advanced university degree in relevant fields such as migration, social sciences, law, human rights, social protection, public policy, or international development is required for this position. This educational background is crucial for understanding the complexities of trafficking in persons and the necessary frameworks for protection and reintegration.

Experience:
Candidates should have a minimum of five years of progressively responsible professional experience in areas related to trafficking in persons, migrant protection, social protection, or human rights. This experience should include conducting research, assessments, and policy work that directly relates to the needs of vulnerable populations, particularly trafficking survivors.

Languages:
Fluency in Russian and Uzbek is required for research, consultations, and stakeholder engagement. A strong command of English is necessary for the preparation of the final English-language report. The proficiency in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The consultancy is home-based in Uzbekistan, and no travel is required by IOM under this assignment. Should the consultant consider travel within Uzbekistan necessary, such travel will be at their own expense. The materials produced under this assignment will be credited to IOM Uzbekistan, and all original materials will remain the property of IOM Uzbekistan. The consultant must ensure that all deliverables are prepared in accordance with the specified language requirements and provided in editable digital format. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, but does not provide evacuation or medical insurance for non-occupational accidents and illnesses.
