Duties and Responsibilities:
The duties and responsibilities of the Associate Civil Engineer (Quantity Surveyor/Cost Estimator) include:

• Construction Management: Assist the Senior Associate Civil Engineer in planning and coordinating works activities; monitor and measure works progress through the agreed Bill of Quantities (BoQ); communicate and report potential delays and/or cost overruns; support the development of UNOPS Engineers Estimates for design and construction works; review BoQs and the accuracy of rates submitted by consultants; check compliance of BoQs with UNOPS and national regulations; evaluate and prepare rates for additional works and variation requests; participate in progress review and project coordination meetings.
• Development of Technical Documentation: Support in taking-off and calculating quantities from architectural, civil, structural, mechanical, and electrical drawings; prepare valuations for contractors’ payments; assist in preparing valuations of variations for ongoing infrastructure projects; draft specifications and requirements; collaborate with other engineers to maintain construction cost data.
• Reporting: Collect data and prepare monthly and quarterly progress reports; participate in progress review and project coordination meetings, preparing minutes; support knowledge management within the unit and report on capacity building activities.
• Knowledge Sharing and Management: Contribute to project evaluation processes; provide training and knowledge transfer to national/contractor personnel; disseminate best practices and lessons learned; participate in relevant Communities of Practice to share case studies and best practices.

Required Qualifications:
The required qualifications for the Associate Civil Engineer (Quantity Surveyor/Cost Estimator) position include: - A secondary school diploma (or equivalent) with 6 years of relevant experience, OR a Bachelor’s degree (or equivalent) in Quantity Surveying, Cost Estimation, Civil Engineering, Architecture, Building, or a related field. - Certification in Quantity Surveying and Project Management (e.g., PRINCE2) is desired but not mandatory. - Knowledge of ABC or TNQurilish software or an alternative common in the country is mandatory. - Knowledge of cost estimation and quantity surveying norms and standards of The Republic of Uzbekistan is also mandatory.

Educational Background:
The educational background required for this position includes a secondary school diploma with significant relevant experience or a Bachelor’s degree in a related field such as Quantity Surveying, Civil Engineering, Architecture, or Construction Management. While a degree is not strictly required, it can substitute for some years of relevant experience. Desired qualifications include certifications in Quantity Surveying and Project Management, which can enhance the candidate's profile.

Experience:
The level of experience needed for this position is defined as 6 years of relevant experience related to quantity surveying, cost estimating, project engineering, and building construction management. Candidates with a high school diploma must have the full 6 years of experience, while those with a Bachelor’s degree may have some of their experience substituted. Familiarity with local software and standards is crucial, and experience within the UN system organizations is considered desirable.

Languages:
The mandatory language requirement for this position is fluency in English. Additionally, fluency in Uzbek is desirable, and knowledge of Russian is also considered beneficial. Proficiency in these languages is essential for effective communication within the team and with stakeholders.
