Job Overview: The Senior Programme Support Associate will work under the direct supervision of the Chief of Mission (CoM) in Uzbekistan and collaborate with relevant units at the Regional Office, the Central and Eastern Europe (COCF), and Headquarters. The primary responsibilities include supporting communication with donors, UN agencies, and international organizations in Uzbekistan, aiding in strategic planning and coordination processes, and providing program support for the development, endorsement, and reporting of projects within the Mission. The role involves drafting project proposals and concept notes in coordination with Project Managers and other relevant IOM units, ensuring compliance with IOM policies and internal procedures. The associate will also support project activation and grants management processes, track contractual and reporting requirements, and assist in the preparation and submission of project reports. Additionally, the associate will contribute to the development of the IOM Country Strategy and produce visibility materials to support resource mobilization efforts. This position requires a proactive approach to research and information compilation on project opportunities and donor priorities, as well as coordination of meetings and logistical arrangements for the United Nations Migration Network in Uzbekistan.
Duties and Responsibilities: The duties and responsibilities of the Senior Programme Support Associate include:
Supporting communication with donors, UN agencies, and international organizations in Uzbekistan.
Assisting in strategic planning and coordination processes.
Providing program support for the development, endorsement, and reporting of projects.
Drafting project proposals and concept notes in collaboration with Project Managers and other relevant units.
Supporting the endorsement process for concept notes and project proposals.
Managing project activation and grants management processes, including tracking contractual and reporting requirements.
Preparing and submitting project reports in line with IOM and donor requirements.
Drafting periodic reports and compiling IOM’s inputs for the UN Sustainable Development Cooperation Framework (UNSDCF) annual reports.
Producing visibility materials for resource mobilization, including donor visits and briefings. 1
Conducting research on project opportunities and donor priorities. 1
Coordinating meetings and preparing briefing materials for the United Nations Migration Network in Uzbekistan. 1
Supporting the Chief of Mission in liaising with the Government of Uzbekistan regarding Global Compact for Migration initiatives. 1
Required Qualifications: The required qualifications for the Senior Programme Support Associate position include:
A Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or a related field from an accredited academic institution with four years of relevant professional experience; or a High School diploma with six years of relevant professional experience.
Experience in liaising with governmental authorities, national/international institutions, UN agencies, and NGOs.
Experience working with migrants, refugees, internally displaced persons, and other vulnerable groups.
Prior work experience with international humanitarian or development organizations is an advantage.
Experience in developing project proposals, concept notes, and donor reports for humanitarian or development programs.
Knowledge of migration-related programs and activities implemented by IOM.
Familiarity with UN and bilateral donor program requirements and reporting processes.
Strong drafting and communication skills, including the preparation of briefing materials and reports.
Proficiency in Microsoft Office applications and information management systems.
Educational Background: The educational background required for this position includes a Bachelor’s degree in a relevant field such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or a related discipline from an accredited institution. Alternatively, candidates with a High School diploma must have six years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database.
Experience: Candidates should possess a minimum of four years of relevant professional experience if they hold a Bachelor’s degree, or six years if they have a High School diploma. Experience should include liaising with governmental authorities and working with international organizations, particularly in a multi-cultural setting. Familiarity with the needs of migrants and vulnerable groups is essential, as is experience in developing project proposals and reports for humanitarian or development programs.
Languages: Fluency in English and Uzbek is required for this position, both oral and written. A working knowledge of Russian is also desirable. The proficiency of the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is subject to funding confirmation and may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
