Job Overview:
The Counsel position at INTERPOL involves providing legal, strategic, and coordination support across the Executive Directorate Legal Affairs (EDLA). The incumbent will report to the director" style="border-bottom: 1px dotted #007bff !important;">Executive Director of Legal Affairs through the Assistant Director in the Executive Office. The role requires contributing to the planning, coordination, and monitoring of priority initiatives, governance matters, institutional projects, and high-level deliverables. The Counsel will be responsible for providing legal analysis and advice, preparing strategic documentation, and assisting in the implementation of key initiatives. This position demands sound legal judgment, analytical skills, and the ability to work effectively with multiple stakeholders under the guidance of the Manager. The Counsel will also engage in stakeholder consultations and support the organization in navigating complex legal and institutional matters.

Duties and Responsibilities:
  • Provide legal and strategic support on transversal matters within EDLA, including planning, coordination, and monitoring of legal advisory services and governance matters. Prepare legal analyses, briefing notes, reports, and correspondence for senior management and internal stakeholders. Identify legal and procedural issues and propose options for consideration. Monitor progress on key initiatives and prepare status updates as required.
  • Support the coordination of the EDLA Executive Office by assisting in day-to-day activities related to priority projects and institutional deliverables. Liaise with relevant units within the General Secretariat to facilitate information-sharing and coordination on legal matters. Monitor deadlines and ensure timely preparation of documentation.
  • Provide legal support for stakeholder engagement and institutional matters by preparing legal documentation, agreements, and memoranda. Participate in internal and external meetings, providing legal advice within delegated responsibilities. Support consultations with internal stakeholders, member countries, and partner organizations.
  • Contribute to the implementation of specific projects and transversal initiatives assigned by the Manager. Monitor progress against agreed milestones, identify issues requiring attention, and prepare reports and recommendations to support decision-making. Collaborate with project teams to facilitate timely delivery of assigned activities.
  • Perform any other duties as may be required by the hierarchy.

Required Qualifications:
Candidates must possess a minimum of three to four years of completed education in law. A Master's degree in Law, particularly in international law, criminal law, data protection, or Information, Communication and Technology (ICT) law, is considered a strong asset. Additionally, candidates should have at least five years of post-qualification legal experience as a lawyer in the field of international law and/or law of international organizations.

Educational Background:
The educational background required for this position includes a minimum of three to four years of completed education in law. A Master's degree in Law, especially in areas such as international law, criminal law, data protection, or ICT law, is highly desirable and would significantly enhance a candidate's qualifications for the role.

Experience:
The position requires at least five years of post-qualification legal experience. Candidates should have a strong background as a lawyer in the field of international law and/or law of international organizations, demonstrating their capability to handle complex legal issues and provide sound legal advice.

Languages:
Fluency in English is mandatory, both written and oral. Proficiency in a second official working language of the Organization, such as Arabic, French, or Spanish, would be an additional asset, enhancing the candidate's ability to communicate effectively in a multilingual environment.

Additional Notes:
The position is a fixed-term contract lasting 36 months, with a level of security screening classified as basic. Candidates are advised that only professional experience for which they can provide official proof of employment will be considered. Selected candidates will be expected to report for duty approximately one to three months after receiving an offer of employment. The recruitment process is merit-based, and this selection exercise may be used to generate a reserve list of suitable candidates for future staffing needs. Additionally, INTERPOL's Staff Manual Regulation 11.4 states that officials shall not normally be retained in service beyond the age of 65 years, which may affect the employment period for candidates reaching this age during the appointment process.
