Job Overview:
The SECONDMENT Assistant Director Counter-Terrorism, Operations will lead and manage the Counter-Terrorism (CT) Operations Sub-Directorate under the supervision of the Director Counter-Terrorism. This role involves overseeing a range of CT-related activities, ensuring that the policies and plans of the Directorate are implemented effectively. The incumbent will be responsible for fostering a high-performing team environment, ensuring adherence to INTERPOL’s values and governance policies. The position requires a contemporary understanding of the CT threat landscape and the ability to coordinate with various stakeholders to enhance operational capabilities. The role also involves developing strategic partnerships, overseeing capacity building initiatives, and ensuring the sustainability of CT operations through effective fundraising and resource mobilization.

Duties and Responsibilities:
The incumbent will lead the CT Operations Sub-Directorate by defining and implementing a programmatic approach to business planning, projects, and policies. Responsibilities include providing quality advice on strategic and operational support matters, delivering capacity building and training to member countries, and driving administrative services for national and regional CT activities. The Assistant Director will initiate and coordinate the identification of existing and emerging CT-related issues, propose programs and projects for support and funding, and ensure alignment with organizational strategic priorities. The role also involves maintaining effective contacts with other INTERPOL Directorates, exploring collaboration opportunities with member countries, and managing financial and staffing resources efficiently. The Assistant Director will represent the Director in their absence and perform any other duties as required by the Director or Executive Director of Police Services.

Required Qualifications:
Candidates must possess a 5-year university degree, preferably in Law, Criminal Justice, Public Policy, or Police Management, along with senior-level law enforcement training. A minimum of 10 years of experience in counter-terrorism or a related field is required, with expertise in criminal investigations and operational exposure in policing activities. Strong leadership skills and experience managing a national law enforcement agency or equivalent position in an international organization are essential. Candidates should have a sound background in managing strategic programs and projects, with experience in planning and managing complex tasks with minimal supervision. Experience in an international environment is highly desirable, along with strong communication skills and proficiency in relevant software.

Educational Background:
The educational background required for this position includes a 5-year university degree in a relevant field such as Law, Criminal Justice, Public Policy, or Police Management. Additionally, candidates should have undergone senior-level law enforcement training to equip them with the necessary skills and knowledge for the role.

Experience:
The position requires a minimum of 10 years of experience in counter-terrorism or a related field. Candidates should have highly specialized expertise in criminal investigations, including regional and national operational exposure. Experience in managing strategic programs and projects, as well as working in an international environment, is highly desirable. Strong leadership experience as a senior manager in a national law enforcement agency or an equivalent position in an international organization is also essential.

Languages:
Proficiency in English is required for this position. Additionally, proficiency in a second official working language, such as Arabic, French, or Spanish, would be considered an asset, enhancing the candidate's ability to communicate effectively in a multicultural environment.

Additional Notes:
The position is a secondment role with a duration of 36 months. Candidates must ensure that their home Administration/Agency/Service/Government agrees to the conditions of secondment, including salary, social insurance, and other benefits during the assignment at INTERPOL.
