Job Overview:
The Programme Management Assistant position is crucial for supporting the planning and implementation of activities and programs within the OHCHR Regional Office for Central Asia (ROCA) in Tashkent, Uzbekistan. The role involves providing day-to-day assistance to the ROCA Uzbekistan Team, which includes researching and compiling data, preparing notes, and summarizing information on specific programs and projects. The assistant will also respond to inquiries from individuals seeking assistance from OHCHR ROCA, ensuring adherence to existing policies. The position requires coordination of program/project planning, monitoring the status of proposals, and ensuring that all necessary documentation is completed and submitted for approval. Additionally, the assistant will assist in budget preparation and analysis, ensuring that all financial documents are accurate and justified. The role also includes collaboration with program/project managers on performance reporting and maintaining communication with various organizational units to facilitate project implementation. The Programme Management Assistant will be responsible for drafting reports, managing event logistics, and providing guidance to junior staff, making this a multifaceted role that requires strong organizational and communication skills.

Duties and Responsibilities:
The Programme Management Assistant will undertake a variety of responsibilities, including but not limited to: providing daily support for planning and implementation of activities; researching and compiling data for reports; responding to inquiries from individuals; assisting in program/project planning and preparation; monitoring the status of proposals; preparing and analyzing budget proposals; collaborating with program/project managers on performance reporting; drafting program/project summaries; coordinating with various units for project implementation; maintaining and updating files and databases; managing correspondence related to program/project administration; organizing events and workshops; ensuring timely payments and procurement; and providing guidance and training to new or junior staff. This role requires a proactive approach to problem-solving and the ability to work collaboratively with diverse teams.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. A first-level university degree or higher is preferred, which can reduce the required work experience. The position requires a minimum of seven years of experience in program or project administration, technical cooperation, or a related area. Candidates with a first-level university degree may qualify with five years of relevant experience. Experience in supporting human rights programs or projects is desirable, as is experience in data analytics or related fields. Proficiency in word processing, spreadsheets, and communication software is also beneficial.

Educational Background:
The educational requirement for this position is a high school diploma or equivalent. However, candidates with a first-level university degree or higher will have a competitive advantage, as this can reduce the required years of experience. The educational background should ideally include coursework or training relevant to program management, human rights, or international relations.

Experience:
The position requires a minimum of seven years of relevant experience in program or project administration, technical cooperation, or a related area. This requirement is reduced to five years for candidates who possess a first-level university degree or higher. Experience in supporting human rights programs or projects is highly desirable, as well as at least one year of experience in data analytics or a related area. Familiarity with word processing, spreadsheets, and communication software is also advantageous.

Languages:
For this position, proficiency in English and Russian is required, with a minimum UN Level III proficiency in reading, writing, listening, and speaking. Knowledge of Uzbek is desirable, with a minimum UN Level II proficiency. The ability to communicate effectively in these languages is essential for the role, as it involves interaction with diverse stakeholders and the preparation of reports and documentation in multiple languages.
