Job Overview:
The position of Technical Expert in Community-Based Protection Systems Strengthening involves a consultancy role that is expected to last for a period of eight months. The consultant will work under the supervision of the Protection Team Leader and will closely coordinate with Protection Programme staff, Area Offices, and relevant stakeholders. The primary functions of this role include conducting community assessments, engaging with stakeholders, facilitating participatory protection risk analyses, developing community volunteer networks, providing capacity building and technical support, and implementing community-based response plans. The consultant will also be responsible for ensuring the sustainability of the initiatives and documenting lessons learned for future scaling of community-based protection approaches.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including: conducting comprehensive reviews of existing assessments and protection monitoring data; mapping and analyzing community protection mechanisms; conducting stakeholder mapping; facilitating participatory focus group discussions; identifying protection threats and vulnerabilities; developing selection criteria for community volunteers; establishing a community volunteer network; developing training materials; delivering training sessions; providing ongoing mentoring and technical guidance; facilitating participatory planning processes; coordinating with management to implement community-led protection activities; monitoring implementation; developing operational transition plans; and preparing monthly progress briefings and a final consultancy report.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in fields such as Social Work, Human Rights, law" style="border-bottom: 1px dotted #007bff !important;">International Law, Social Sciences, Development Studies, Psychology, or Community Development. Additionally, candidates should demonstrate strong analytical and strategic thinking skills, excellent facilitation and communication abilities, and a commitment to protection principles and ethical standards.

Educational Background:
An advanced university degree (Master's degree or equivalent) in relevant fields is required for this position. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively engage with diverse communities and address complex protection issues.

Experience:
Candidates should have substantial experience in community-based protection, social work, or related fields. Experience working with vulnerable populations and engaging with diverse community groups is crucial. The consultant should also have a proven track record of facilitating community consultations and developing training programs.

Languages:
A strong command of written and spoken English is mandatory for this position, as the consultant will be required to produce reports and documentation in English. Knowledge of Arabic is highly desirable, as it will facilitate communication with local communities and stakeholders.

Additional Notes:
The consultancy is expected to last for eight months, with a monthly payment of USD 7,40

• The consultant will be based in Damascus, Syria, and UNRWA will arrange and cover travel to the duty station. Accommodation will be provided in a UNDSS-approved hotel. The consultant is expected to work according to the UNRWA Syria Field Office schedule, which is Sunday to Thursday from 7:45 am to 3:15 pm. Rest and Recuperation (R&R) travel will be granted every eight weeks, with five days of R&R and two travel days. The consultant must adhere to all applicable UNRWA security" style="border-bottom: 1px dotted #007bff !important;">security and administrative requirements and is responsible for obtaining medical insurance coverage. The consultant will also be responsible for any taxes or duties arising from the consultancy fee.
