Job Overview: The position of National Technical Consultant for Data and Statistics is integral to UN Women’s efforts in advancing gender equality and women's empowerment in India. The consultant will be embedded within the Ministry of Statistics and Programme Implementation (MoSPI) to provide essential technical, analytical, and coordination support on gender data and statistics. This role is pivotal in enhancing gender-responsive policies and decision-making processes, thereby improving women's access to safe and decent employment and entrepreneurship opportunities. The consultant will work closely with MoSPI and UN Women to strengthen gender data analysis, statistical publications, and capacity building on gender statistics. The overarching goal is to create an enabling environment for women's economic rights and agency, contributing to the broader objectives of the 2030 Agenda for Sustainable Development.
Duties and Responsibilities: The consultant will undertake a variety of tasks, including providing technical and analytical support to MoSPI on gender data analysis and statistical publications. This involves conducting research, organizing datasets, preparing data briefs, and facilitating coordination meetings between MoSPI and UN Women. The consultant will also assist in developing analytical gender bulletins, compiling and validating data from various national and international sources, and ensuring that the bulletins meet official statistical standards. Additionally, the consultant will support the preparation of materials for national dissemination workshops and publications related to gender statistics. Knowledge management and documentation are also key responsibilities, including documenting processes, preparing briefing notes, and contributing to capacity-building activities. The consultant will ensure that all outputs are gender-responsive and aligned with relevant statistical standards.
Required Qualifications: Candidates must possess a Master's degree or higher in Statistics, Economics, Demography, Public Policy, Development Studies, Gender Studies, Data Science, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The role requires a strong foundation in gender statistics and socio-economic analysis, as well as experience in public policy research and official statistics. Familiarity with India's statistical system and government institutions, particularly MoSPI, is highly desirable. Candidates should demonstrate strong analytical and communication skills, with a focus on producing high-quality outputs that meet the needs of stakeholders.
Educational Background: A Master's degree or higher in a relevant field such as Statistics, Economics, Demography, Public Policy, Development Studies, Gender Studies, or Data Science is required. A first-level university degree may be accepted in lieu of the advanced degree if accompanied by additional qualifying experience. This educational background is essential for understanding complex data sets and conducting thorough analyses that inform policy decisions.
Experience: The position requires a minimum of 7 years of progressively responsible experience in gender statistics, socio-economic analysis, public policy research, or development research. Candidates should have demonstrated experience working with large-scale national datasets and preparing analytical reports, policy briefs, and statistical publications. Familiarity with quantitative and qualitative research methodologies and the ability to translate findings into actionable policy recommendations are crucial. Experience working with UN agencies or multilateral organizations is also desirable, as is a strong understanding of stakeholder engagement and data visualization techniques.
Languages: Strong written skills in English are mandatory, along with a good command of Hindi. Proficiency in these languages is essential for effective communication and documentation of findings and recommendations. Additional language skills may be considered an asset but are not required for this position.
Additional Notes: The consultant will be expected to work full-time and may need to travel as part of their duties. For consultants aged 65 years or older, a full medical examination and a statement of fitness to work will be required. The consultant is expected to use their own computer equipment, as the office will not provide any. The evaluation and selection process will include criteria such as required qualifications, relevant experience, and performance in interviews and writing samples.
