Job Overview: The Senior Operations Officer position is critical in ensuring the effective delivery of WHO's core functions at the country level. The role focuses on supporting the Government in formulating, implementing, and evaluating national health policies and strategies. The role also involves guiding project proposals, supporting critical activities in public health surveillance, and ensuring effective communication and management strategies are in place.
Duties and Responsibilities: The Senior Operations Officer will be responsible for a wide range of duties, including:
Providing authoritative advice to the head of the WHO Country Office and staff on operations, ensuring compliance with policies and procedures.
Leading and managing staff and operations teams in delivering services related to budget and finance, human resources, procurement, and general administration.
Ensuring effective financial resource management, including planning, monitoring, and reporting of accounts.
Guiding the formulation and negotiation of project proposals funded by external agencies.
Supporting the implementation of critical activities in the National Public Health Surveillance Network transition planning process.
Advising on and overseeing the formulation and implementation of HR plans, ensuring timely recruitment and contract management.
Leading procurement processes for goods and services required for the country office.
Ensuring staff security and safety services are in place.
Planning and implementing systems for monitoring and evaluating resources in emergency settings. 1
Representing the WHO country office in UN operations management teams and other inter-agency mechanisms.
Required Qualifications: Candidates must possess an advanced university degree (master's) in finance, management, accountancy, economics, or business administration. A bachelor's degree or training in human resources, accounting, or related fields is desirable. Essential qualifications include a minimum of ten years of relevant work experience, including at least four years in managing and leading teams. Desirable qualifications include experience with WHO or UN organizations, operational services in developing countries, and knowledge of enterprise resource planning systems.
Educational Background: The educational background required for this position includes an advanced university degree (master's) in relevant fields such as finance, management, accountancy, economics, or business administration. A bachelor's degree or relevant training in human resources or accounting is also desirable, indicating a strong foundation in the necessary skills for the role.
Experience: The position requires a minimum of ten years of work experience relevant to administrative and managerial services, ensuring compliance with complex rules and procedures in both national and international settings.
