Job Overview:
The Programme Specialist in the area of Gender Statistics will play a crucial role in implementing the Jordan Women Count initiative, which aims to enhance the capacity of the Government and Non-State Actors in producing and utilizing gender data and statistics. This position will provide programmatic, coordination, administrative, and operational support to the broader Women’s Economic Empowerment (WEE) Portfolio. The specialist will ensure effective planning, coordination, monitoring, documentation, and knowledge management across the portfolio, linking gender data with policy analysis and program implementation. The role involves working closely with various stakeholders, including government officials, donors, and civil society, to ensure successful program delivery and resource mobilization efforts. The incumbent will also be responsible for developing program strategies, managing budgets, and overseeing the implementation of gender statistics initiatives with a focus on women's economic empowerment.

Duties and Responsibilities:

• Design and develop program strategies in the area of Gender Statistics with a focus on WEE.
• Formulate program/project proposals and draft inputs to country strategy documents and policy dialogues.
• Support the coordination of the overall Programme/Portfolio work plan development and implementation.
• Liaise with the Programme Board, national counterparts, donors, and partners to ensure program results are achieved.
• Prepare and present work plans, periodic narrative progress reports, and expenditure status reports.
• Establish systems for project planning, implementation, and monitoring in collaboration with partners.
• Manage the implementation and management of Gender Statistics programs.
• Finalize the annual work plan and budget and manage their implementation.
• Provide guidance on Results Based Management tools and performance indicators. 1
• Organize Project Steering Committee and project review meetings as needed. 1
• Manage technical assistance and capacity development for project/programme partners. 1
• Monitor and report on program/project implementation and finances. 1
• Develop and implement partnerships and resource mobilization strategies. 1
• Provide technical support for inter-agency coordination related to Gender Statistics. 1
• Manage advocacy, knowledge building, and communication efforts related to Gender Statistics and WEE.

Required Qualifications:

• Master’s degree or equivalent in statistics, economics (econometrics), data science, mathematics, international development, or a related field is required.
• A first-level university degree in the areas stated above in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• A project/programme management certification would be an added advantage.
• Strong program formulation, implementation, monitoring, and evaluation skills.
• Strong knowledge of Results Based Management and ability to synthesize program performance data.
• Strong analytical skills and knowledge in the area of Gender Statistics with a focus on WEE.

Educational Background:
The position requires a Master’s degree or equivalent in relevant fields such as statistics, economics, data science, mathematics, or international development. Alternatively, a first-level university degree in these areas combined with two additional years of qualifying experience may be accepted. A project/programme management certification is considered an advantage.

Experience:
At least 5 years of progressively responsible work experience in the areas described under education requirements at the national or international level in design, planning, implementation, monitoring, and evaluation of development projects is required. Technical experience in the area of Gender Statistics with a focus on WEE is essential. Experience in using computers and office software packages, as well as web-based management systems, is required. Experience coordinating and liaising with government agencies and/or donors is desirable, as is experience working within the UN System and familiarity with modern web-based ERP Systems, preferably Oracle Cloud.

Languages:
Fluency in English and Arabic is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.
