Job Overview:
The National Programme Officer NOB - Emergency position at WFP is crucial for supporting emergency preparedness, response, and strategic transition in Chad, a country facing complex humanitarian challenges such as recurrent displacement crises, climate shocks, and chronic food insecurity. The officer will work closely with various teams within WFP, including programme, supply chain, protection, digital solutions, and monitoring, as well as external stakeholders like UNHCR and NGOs. The role involves ensuring that emergency interventions are timely, accountable, and evidence-based, while also supporting the operationalization of WFP's strategic shift towards vulnerability-based targeting and integrated assistance approaches. The officer will be responsible for emergency assessments, beneficiary targeting, digital delivery systems, and coordination efforts that bridge humanitarian response with resilience-building initiatives for refugees and vulnerable communities.

Duties and Responsibilities:
The duties and responsibilities of the National Programme Officer NOB - Emergency include leading emergency preparedness and rapid response coordination, supporting the implementation of the Country Office Emergency Preparedness and Response, and maintaining minimum preparedness standards. The officer will work to deliver high-quality emergency assistance and programmatic transition efforts, ensuring effective targeting and beneficiary management. They will contribute to operational analysis and strategic reporting through needs assessments and donor reporting, facilitate coordination across humanitarian efforts, and support the development of various projects and plans. The officer will also manage data gathering and monitoring systems, research policy issues, and liaise with internal and external counterparts to ensure effective collaboration. Additionally, the officer will support the capacity building of WFP staff and partners, guide junior staff, and perform other duties as required.

Required Qualifications:
Candidates for the National Programme Officer NOB - Emergency position must possess a strong background in program management, particularly in emergency contexts. They should have demonstrated leadership skills in implementing programs and providing input into policy discussions. Educational Background:
The educational background required for this position includes an advanced university degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or a related field relevant to international development assistance. Alternatively, a first university degree with additional years of related work experience and/or relevant training may be accepted.

Experience:
The position requires a minimum of three years of professional experience in program management, particularly in emergency settings. Candidates should have deepened their technical knowledge through exposure to relevant technical teams and have experience in leading the implementation of programs. Experience in providing input into policy discussions and decisions is also desirable.

Languages:
Fluency in French (level C) is mandatory for this position, along with intermediate knowledge of English (level B). These language skills are essential for effective communication and collaboration within the diverse WFP environment and with external stakeholders.
