Job Overview: The International Operations Manager (IOM) at UNFPA plays a pivotal role in supporting the delivery of the UNFPA country programme, which is aligned with the 2030 Agenda. The IOM is responsible for leading strategic planning for UNFPA operations, setting management targets, and overseeing outsourced services. This position encompasses a broad portfolio that includes financial management, procurement, information technology, travel logistics, and common services. The IOM collaborates with regional experts to ensure the safety and security" style="border-bottom: 1px dotted #007bff !important;">security of UNFPA premises and personnel, and works closely with other UN agencies to implement the Business Operations Strategy (BOS). The IOM also provides strategic advice to the Representative on compliance, cost-effectiveness, and innovative responses to complex challenges. Duties and Responsibilities: The duties and responsibilities of the International Operations Manager include: A. Strategic Direction of UNFPA Operations: Contributing to the delivery of the country programme, ensuring operations are effective and compliant with policies; setting annual and long-term management targets; improving business management effectiveness; fostering innovation; and driving knowledge management practices. B. Day-to-Day Management of UNFPA’s Operations: Overseeing financial management, ensuring integrity in financial systems, supervising operations staff, and monitoring the quality and timeliness of procurement and project support services. C. Facilitate Human ResourcesAdministration: Coordinating HR administration, providing advice on HR processes, and liaising with HR partners on issues. D. Support and Coordination of UNFPA’s Common Services: Providing policy support and guidance on common services with other UN organizations. E. Safety and Security of UNFPA Staff and Premises: Ensuring compliance with security standards and representing UNFPA in security management teams. F. Partnership Building on Operational Issues: Representing UNFPA in inter-agency meetings, promoting client-oriented approaches, and identifying new measures to enhance delivery capacities.
Required Qualifications: The position requires a postgraduate university degree in Public Administration, Business Administration, Economics, Management, or a related field. Candidates must have at least seven years of experience in development within governmental, multilateral, or civil society organizations, including three or more years in managing teams in complex settings. Strong relationship-building skills, a focus on impact and results, and the ability to lead business process re-engineering are essential. Candidates should also possess solid knowledge in procurement, financial and human resources management, and strategic planning.
Educational Background: Candidates must hold a postgraduate university degree in disciplines such as Public Administration, Business Administration, Economics, Management, or other related fields. This educational background is crucial for understanding the complexities of operations management within the context of international development.
Experience: Candidates should have a minimum of seven years of relevant experience in development, with at least three years in a managerial role within a complex organizational setting. Experience in international development, particularly in humanitarian contexts, is highly desirable. Field experience is essential, and candidates should demonstrate the ability to sustain and advance partnerships, provide strategic vision, and effectively communicate priorities.
Languages: Fluency in English is required for this position. Proficiency in additional languages may be considered an asset, particularly in regions where UNFPA operates, as it can enhance communication and collaboration with diverse stakeholders.
